SUMMARY:- Proposals for the operation and maintenance of the
Westpark Dial -A -Ride 'service. have been received and
reviewed and, staff is recommending. an award of.a five.
year agreement for the continuation of,this service.
BACKGROUND
On October 5, 1993 the City Council authorized staff to prepare'a.
Request,for Proposals forcontinuation of the Westpark Dial -A -Ride_
service. . The Westpark. member cities have received and. reviewed the '
three.proposals that were submitted for this,.service.
The RFP was advertized in the San Gabriel Valley Tribune, L. A.
Times, LA Opinion, Orange County Register.; Wilmington Beacon,
Inglewood, Tribune, Compton Bulletin,., Lynwood .Journal, Carson.
Bulletin, -.and Highlander. Five operators. picked. up. the, RFP and
'three submitted proposals including the current operator (DAVE
Transportation,.Inc.'.)
The proposals,were reviewed by the Westpark Dial -A -Ride' mittee
which includes representatives from.the cities of Baldwin.Park and
La Puente :and Los Angeles- County. Additionally; a West .Covina
Senior Citizens Commissioner (David Duncan) was invited:to,review'
proposals:.and assist the Committee in.its_analysis.
For the reasons set forth.below, the Review Committee recommends,
award of this contract to the current.provider, DAVE Transportation
Services, Inc.
ANALYSIS
A) VANS
As specified in'the RFP, the proposed service will include 13
dedicated vans and one backup van. Of the 14 vans,. 9 vans
will be new propane fueled vans. Baldwin Park's 4 vans and
the backup van will not•be replaced at this time. (These vans.
are. already propane fueled and are owned by the. City of
Baldwin Park.'.It.is planned.that-their-vans will be replaced.
in two years.).
Allocation of vans are as follows:
• West Covina 4. new vans
• La Puente 2.5 new vans
• Los,Angeles County. 2.5 new vans
• Baldwin'Park' 4 existing vans -and.
1 existing backup van
B) PROPOSALS -
The chart below indicates -the three, bidders' proposals to
provide Dial -A -Ride service over the five year term- of the
agreement.

NOTE Figures include estimated fuel and. insurance costs.
These costs are passed on to cities at their actual cost
during the contract period. These costs average $52,000
per year.for West Covina..
These figures do not include the fare box revenue. which is deducted.;.
monthly from the bill. (Estimated at $4,800 per year.)
COMMITTEE'S OBSERVATIONS
All three operators.meet the requirements set out in. -the RFP,.and
have the experience and resources,to provide the service. The one
component.that separates the three proposals is'. the cost for the
service.
As- indicated in Table B of the Westpark Cost Table, DAVE.
Transportation, Inc... is the lowest, of the three bidders. The
difference: is approximately $117,000 less than the second -lowest-
-bidder operator (MEDI-RIDE) in the first year.
Since DAVE has provided the service for the past four years, we are
.familiar with their work and are satisfied with their performance.
Their new computer assisted dispatching is improving their
scheduling process and responsiveness to customer problems, -
continues to be very good. The number of complaints from, users is
minimal and resolution.is quick and responsive:
The Committee and staff -are confident that DAVE Transportation will
continue to operate the Westpark Dial -A -Ride service in a
professional and cost effective manner.
As requested by the City Council, the Westpark fleet will use all
alternative fuel (propane) vehicles starting in July 1994.
TIMETABLE
...The cities of Baldwin Park and La Puente will seek approval from
s. their City Councils within the next few weeks.
Service under the new -agreement will begin July 1, 1994 with new
Collins Citivans, propane powered vans. (Photo attached.)
FUNDING
Funding is availablefrom the City's Prop" A. funds and will be
reflected in th-e City's 199.4-95 budget. The proposed cost for West
Covina` -is approximately $332,869 for the first year. This amount.
is slightly higher than our current .agreement cost of $330.,000..
RECOMMENDATION
It is recommended that the City Council authorize the Mayor to
execute a five year agreement with DAVE Transportation Services,
Inc. for operation of the Westpark Dial-A-Ride.service.
