SUMMARY
The
Human Services Commission is
recommending a demonstration
Park
Reservation Program in a section
of Orangewood Park.

The Human Services Commission has reviewed the demands and benefits to the
community of permitting reservation of park space. The Commission initially
felt that the current practice of not reserving park space was adequate,
and that those that wanted to ensure having a space were able to get to the
park early and reserve the area. At the request of the Council the Commission
reviewed the reservation concept and have recommended that a. portion of
Orangewood Park be used to demonstrate the concept for one year. After one
year experience with the program the Commission will make a final
recommendation for City Council consideration.
PROGRAM GUIDELINES
1.
A Facility Use Request will be used to reserve
the park
space. (see
map attached. Exhibit "A")
2.
Reservations can be made up to three months in advance of
the requested
date if you are a best Covina resident. Non
residents
may reserve
up to one month in advance-
3.
The subject park space is available from 6 a.m. to
10 p.m.
4.
The reservations. include the area designated on
the attached map only.
The adjacent athletic field can be reserved if not
in use by
an organized
league.
5. A $25.00 cleaning deposit is required prior to the approval of the
Facility Use Request. This deposit will be returned if the area is
left in a clean manner.
6. The use of an amplification system, banners, decorations, generators
or other equipment must comply with current ordinances and regulations
that govern the conduct in parks.
7. Reservations can be made for one, two or all of the sections described
in the attached map (Exhibit "A").
8. No alcohol is permitted in any City park.
9. A minimum of 10 persons is needed to reserve one section.
10. The area will be signed to alert users that the area can be reserved
for private gatherinqs.
MARKETING AND EVALUATION
Staff will include information about the new reservation opportunity in our
Spring. Brochure, with flyers at our centers and the library, and the Chamber
of Commerce.
Our experience after one year is expected to provide. us with sufficient
information to evaluate the program.
RECOMMENDATION
That the City Council approve the Orangewood Park Reservation Program and
authorize staff to proceed with its implementation for a one year period.
