E-2d SUBJECT•: EAST CAMERON AVENUE PARK SPECIFIC PLAN DATE. February 4, 1992 SUMMARY: Staff is requesting approval to proceed with the preparation of the East Cameron Park Specific Plan. BACKGROUND The East Cameron Avenue.Park site is a 11.2-acre undeveloped park site located on Cameron Avenue west of Grand Avenue. The Human Services Commission reviewed the possibility of developing this site as a heritage park featuring items that depict the City's past history for current and future generations to enjoy. The possibility of obtaining a historical house from the site of a proposed development has encouraged us to proceed with the speci.fic plan of this park site at this time as recommended by the Commission. It is noted that the plan for this site should proceed regardless of the availability of the house. The first step in this effort is to retain a landscape architect to prepare the draft plan. Upon its completion the plan will be the subject of community meetings to receive comments from the.neighborhood and then to the Human Services -Commission and Planning Commission for hearings. The City Council will ultimately conduct a final public hearing for adoption of the final specific plan. PARK DEDICATION FEES This park site is located in Park District "F", which includes Galster Park and Woodgrove Park. A total of $235,644 in park dedication_ fees is available for improvements at these three sites. SPECIFIC PLAN PREPARATION Staff is requesting an allocation of $50,000 to cover the estimated cost of landscape, architectural, and engineering services. This work would include the necessary topographic and boundary surveys, and the preparation of the park specific plan. A request for proposal for this work will be prepared and an award of contract expected soon after. RECOMMENDATION: It is recommended that,the City Council approve the appropriation of $50,000 from park dedication fees in Park District "F" (Account Number 1550) for the East Cameron Park Specific Plan preparation.
