SUMMARY This report lists a number of priority projects
on park and school sites approved by the Human
Services Commission for Council consideration.
BACKGROUND
The Human Services Commission has reviewed the inventory
of park and school sport facilities to determine projects
that will increase recreation participation. The focus
of the review was to identify gaps in recreation services
associated to the lack of adequate facilities.

Priority was measured by the increase in use that a
particular improvement could be expected to generate
if 'it were completed.
SITE CONTROL
A second factor that the Commission considered in their
review was the "control of the site priority was
given to projects on City property. Implementation
of projects on school district property would require
school district review and agreements.
PARK DEDICATION FEES ELIGIBILITY
A related factor was the ineligible use of park
dedication fees on school property unless there was
a guarantee that. the site would be available for a
minimum of ten years.
SERVICE NEEDS
Another factor was the ability to meet a need that
was not beina met or a service where demand was unable
to be met with existing facilities.
PRIORITY PROJECTS
FRIENDSHIP PARK - Field Li hting
Installation of lighting at the major baseball field.
Estimated cost $100,000.
Available Park Dedication fees: $11,243.
Direct Benefit: Approximately 300-400 children
involved with Little Leaaue baseball and girls
softball league of 300 girls.
Requirements:
a. Friendship Park Specific Plan must be amended,
requires community meetings and public hearings
by the Human Services and Planning Commissions
and City Council.
b. Additional funding is needed to cover the cost
of this project. Will require an appropriation
from other sources (general fund) to implement
this project.

MAVERICK FIELD - Development of Baseball Field
Design and construction of a baseball field on the
Valencia Heights Water District property. Project
includes backstop, fencing, grading irrigation,
and turf.
' Estimated cost is $120,000.
• Available Park Dedication Fees: $375,634.
' Direct Benefit: The proposed field would be designed
with 90 foot basepaths. This will allow play for
American Legion youth Teams, Mickey Mantle teams,
Babe Ruth teams, and adult baseball teams. It is
estimated that this proposed field would benefit
300 persons on baseball teams. A soccer field will
be included to provide a multiple use facility.
This area would also serve the youth football program
at Cortez Park by providing an alternative field
across the street.
' Requirements:
a. Secure formal approval from the Valencia Heights
Water Company by amending the June 1985 Land
Lease between the City and the Valencia Heights
Water company, and the June 1987 Facility Use
Agreement between the City and Ridgeriders,
Inc. and Mount San Antonio College District.
b. Conduct community meeting to receive public
comment on the proposed ball field.
C. If community support is received, proceed to
solicit proposals for landscape services.
d. Award contract, and complete plans and
specifications.
e. Obtain Council approval to advertise for bids.
f. Award construction contract.
g. Dedicate field.
h. Adopt guidelines for use and reservation of
the facility.
CAMERON PARK - Softball Field Lighting
' Installation of lighting at the girls softball field.
Estimated cost $100,000.
' Available Park Dedication Fees $36,909.
' Direct Benefit: Approximately 400-600 girl softball
players. This is the only girl softball league
in the City.
' Requirements:
a. The Cameron Park Specific Plan must be amended,
community meetings and public hearings held
before the Human Services and Planning
Commissions, and the City Council.
b. Additional' funding will be needed to cover the
cost of this project. Would require an
appropriation from the general fund to implement
the project.

CORTEZ PARK - Football Field Lighting
' This project provides for the installation of lighting
at the youth football field. This program is the
only youth football program in the City and includes
both tackle and flag football.
' Estimated cost is $100,000.
' Available Park Dedication Fees: $375,634. These
funds are the same funds available for the Maverick
Field project. ($120,000).
' Direct Benefit: Approximately 300-400 young football
players.
0 Requirements:
a. The Cortez Park Specific Plan would have to
be amended, the process includes community
meetings, and public. hearings at the Human
Services, and Planning Commissions and the City
Council.
b. Approval to solicit proposals for lighting
consultant services and award of a contract.
c. Approval to advertise for installation of the
lights.
d. Dedication ceremony.
EDGEWOOD MIDDLE SCHOOL, - Basketball and Track Lighting
' This project provides for the installation of lighting
at the football field and track area and the outside
basketball courts area south of.the pool.
' Estimated cost $150,000.
' Available Park Dedication Fees which may be available
are $28,273. However, future funding is expected
to total $700,000 in increments of $235,000 per
year (more or less).
Direct Benefit: Approximately 500 youth soccer
players, approximately 200 walkers and joggers that
currently use the track in the evenings approximately
300 youth basketball players.
' Requirements:
a. Because these facilities are on school district
property, their support of this project must
be obtained. A joint effort is envisioned.
b. A community meeting should be held to notify
the neighborhood of the proposal.
C. Additional funding will be required to proceed
before the future fees from the strawberry field
development is received.
d. School District and City Council agreement must
be obtained on the electrical cost of this
project.

6. DEL NORTE PARK- Basketball Field Upgrading and Lighting
• This project would provide for the resurfacing and
upgrading of two basketball courts at Del Norte
School. Included is lighting of the two courts.
• Estimated cost $50,000.
• Park Dedication Fees cannot be spent on school
district property unless the site is available to
the public for a minimum of ten years.
' Direct Benefit: The two courts would be used by
the youth basketball league as well as the general
public. Approximately 300-400 persons would be
served.
• Requirements:
a. School District approval must be obtained and
a joint project established.
b. Additional funding will be required to fund
this project.
C. Responsibility for the electrical costs of this
project must be defined and formalized.
d. A community meeting should be held to notify
the surrounding neighborhood of this project.
7. WEST COVINA HIGH SCHOOL - Basketball Court Lighting
' This project provides for the lighting of two to
four basketball courts at West Covina High School.
Estimated cost $50,000 (2), $100,000 (4).
Available Park Dedication Fees: $375,634. These
funds cannot be used on school properties unless
the site can be made available to the public for
a minimum of ten years. These funds are the same
funds that Cortez Park Football Lighting and Maverick
Field would have drawn from if it were to be
implemented.
Direct Benefit: Aside from the use of the court
by the High School students, these courts would
be used by the Youth Basketball League and the general
public.
Requirements
a. School District approval must be obtained and
a joint project established.
b. Additional funding will be required to fund
this project.
C. Responsibility for the electrical costs of this
project must be defined and formalized.
d. A community meeting should be held to notify
the surrounding neighborhood of the project.

8. BANDSHELL IN THE PARK
' This project was reviewed and found to not be a
priority item at this time.
' The reasons for this determination are as follows:
a. The number of persons attending the current
concerts range from 500-1000. There is no park
that could handle parking for that size of a
crowd without impacting the surrounding
neighborhood.
b. The noiseand traffic impact on the neighborhood
was seen as significant.
c. A portable stage could be rented and installed
if a concert were to be conducted in a park on
an as needed basis.
d. The summer concerts seem to be doing fine at
the Civic Center.

a. Estimated cost $100,000 plus annual electricity
and maintenance cost.
b. Available Park Dedication Fees: $11,243.
C. Shortfall: - $88,757.
d. Requires park specific plan amendment.
2. MAVERICK FIELD BASEBALL FIELD CONSTRUCTION
a. Estimated cost: $120,000 plus annual water and
maintenance costs.
b. Available Park Dedication Fees: $375,634.
C. Requires Valencia Heights Water. Company lease
amendment.
3. CAMERON PARK SOFTBALL FIELD LIGHTING
a. Estimated cost: $100,000 plus annual electricity
and maintenance costs.
b. Available Park Dedication Fees: $36,909.
C. Shortfall: $63,091.
d. Requires Park Specific Plan amendment.
4. CORTEZ PARK FOOTBALL FIELD LIGHTING
a. Estimated cost: $100,000 plus electricity and
maintenance costs.
b. Available Park Dedication Fees: $375,634. If
Maverick Field is funded the available park
dedication fees is reduced to $255,634.
C. Requires Park Specific Plan amendment.

Note: The following projects are all located on West
Covina School District property and would require
their approvals. and financial participation
for their completion.
5. EDGEWOOD MIDDLE SCHOOL BASKETBALL AND TRACK LIGHTING
a. Estimated cost: $150,000 plus annual electricity
and maintenance costs.
b. Available Park Dedication Fees: $28,273 (currently)
Expected to increase to a total of $700,000 over
the next five years.
C. Requires public access to the site for a minimum
of ten years to use Park Dedication Fees on this
project.
6. DEL NORTE SCHOOL BASKETBALL COURT LIGHTING AND RENOVATION
a. Estimated cost: $50,000. Plus annual electricity
and maintenance cost.
b. Available Park Dedication Fees: $22,499.
C. Requires public access to the site for a minimum
of ten years to use Park Dedication Fees on this
project.
d. Shortfall - $27,501 if Park Dedication Fees can
be used.
7. WEST COVINA HIGH SCHOOL BASKETBALL COURT LIGHTING
a. Estimated cost: $50,000 plus annual electricity
and maintenance costs.
b. Available Park Dedication Fees $375,634. These
funds must also fund the Cortez Football Field
Lighting and Maverick Field.
C. Requires public access to the site for ten years
to use Park Dedication Fees on this project.
d. Shortfall: $13,091 if the Cameron Park Softball
project is not undertaken. If the Cameron Park
project is approved this project will require
funding from other source(s).
SPECIAL PROJECTS
CAMERON PARK SITE - Historical House
The Commission directed the planning department staff to
continue their efforts to relocate the historical house
to the .Cameron Avenue Park Site noting that a specific plan
for the park must be adopted and the Park Dedication fees
of $235,644 can be made available for that park.
RECOMMENDATION
That the City Council delay taking any action until after
the joint meeting with the school board.
