SENIOR CITIZENS' COMMISSION MEETING OF
DECEMBER 12, 1991

1. Minutes of November 14, 1991 approved as presented.
Commissioner Gratz noted that the minutes did not reflect the
discussion about nursing homes that took place at the meeting.
Staff noted that since there was no action taken on the nursing
home item there was little to note in the minutes.
Commissioner Buckingham asked that the item be agendized for the
next meeting.
III. INFORMATIONAL ITEMS
Presentation by Dr. David Carlisle. Dr. David Carlisle from the
Rand Corporation and UCLA gave a comprehensive overview of the universal
health programs that he noted would be a top priority issue in the
coming elections. He noted this country has the best care for those .
who are adequately insured and the worst care for millions who either'
do not have adequate insurance or no insurance.
Dr. Carlisle indicated that there are five requirements that one
can apply to universal health insurance proposals; (1) effective
cost control, (2) universal access to high quality service, (3) independence
from employment requirements, (4) freedom of choice for the consumer,
(5) comprehensive service.
Dr. Carlisle noted that the Petris bill (SB 36), the Right to Health
Care Act, restructures California's health care financing and delivery
system so that necessary health and long term care is provided to
all Californians without major increases in the amount of public
and private funds currently spent on health care in California. Dr.
Carlisle indicated that he was supportive of the Petris bill although
it had some minor shortcomings.
Dr. Carlisle was invited to participate in the Forum meeting scheduled
in February.
The Commission moved to ask the City Council to support the proclamation
of Universal Health Insurance Week in February.
IV. ITEMS TO BE AGENDIZED
1. Nursing homes. 2. Taxi service.

The Commission adjourned to Thursday, January 9, 1992 at 3:00 p.m.
in Room 314 of the West Covina City Hall.
