01-20-2015 - Item 20 - Request from Councilmember Spence regarding unlinking City Council Employment Benefits to Department Heads' Employment Benefits• TO: Mayor and City Council FROM: Tom Mauk Interim City Manager BY: Chris Freeland Deputy City Manager/Acting Human Resources Director City of West Covina Memorandum AGENDA ITEM NO. 20 DATE January 20, 2015 SUBJECT: REQUEST FROM COUNCILMAN MIKE SPENCE REQUESTING THE CITY COUNCIL'S CONSENSUS TO INSTRUCT CITY STAFF TO PREPARE A REPORT TO UNLINK CITY COUNCIL EMPLOYMENT BENEFITS FROM DEPARTMENT HEADS' EMPLOYMENT BENEFITS RECOMMENDATION: It is recommended that the City Council direct staff accordingly. DISCUSSION: Per the City Council Standing Rules, Councilman Mike Spence is seeking the City Council's consensus to instruct City staff to prepare a report to unlink City Council employment benefits to Department Heads' employment benefits. It is important to note that On April 6, 2004, the City Council adopted Resolution No. 2004-22 (Attachment No. 1), which granted City Councilmembers the same employment benefits as Department Heads (i.e. medical insurance, dental insurance, auto allowance, etc.). Resolution No 2004-22 amended and combined the previously adopted Resolution No. 2002-24 and 2003-96 (Attachment No. 2), which summarized employment benefits for City Councilmembers. LEGAL REVIEW: The City Attorney's office has reviewed this agenda report. FISCAL IMPACT: Any fiscal impact will be dependent on direction taken by the City Council. There will be no fiscal impact beyond the existing budget if the "unlinking" does not affect City Council benefits offered at this time.
