RECOMMENDATION:
It is recommended that the City Council direct staff accordingly.
DISCUSSION:
Per the City Council Standing Rules, Councilman Mike Spence is seeking the City Council's
consensus to instruct City staff to prepare a report to unlink City Council employment benefits to
Department Heads' employment benefits. It is important to note that
On April 6, 2004, the City Council adopted Resolution No. 2004-22 (Attachment No. 1), which
granted City Councilmembers the same employment benefits as Department Heads (i.e. medical
insurance, dental insurance, auto allowance, etc.). Resolution No 2004-22 amended and combined
the previously adopted Resolution No. 2002-24 and 2003-96 (Attachment No. 2), which
summarized employment benefits for City Councilmembers.
LEGAL REVIEW:
The City Attorney's office has reviewed this agenda report.
FISCAL IMPACT:
Any fiscal impact will be dependent on direction taken by the City Council. There will be no fiscal
impact beyond the existing budget if the "unlinking" does not affect City Council benefits offered at
this time.

A RESOLUTION OF T14E CITY COUNCIL OF THE CITY OF
WEST COVINA, CALIFORNIA, AMENDING RESOLUTION NO.
2002-24 AND 2003-96 RELATING TO ADJUSTMENTS IN
ELIGIBLE BENEFITS AND COMPENSATION FOR CITY

WHEREAS, the City of West Covina provides compensation and benefits to members of
City Council as provided under the law; and
WHEREAS, the City of West Covina has examined the compensation and benefits
provided to other cities; and
WHEREAS, the City of West Covina has conducted a market survey of other public
agencies; and
WHEREAS, compensation and benefits have been deemed appropriate as a means to
recognize the significant amount of time required to serve as a member of an elected body.
NOW, THEREFORE, the City Council of the City of West Covina does resolve that
Resolution No. 2002-24 relating to City Council compensation and benefits is hereby amended
as follows:
SECTION 1. The City Council shall be afforded all benefits provided to the City's
Department Heads, but the current medical contributions shall not be affected.
SECTION 2. The City Clerk shall certify to the adoption of this Resolution.

RESOLUTION NO. 2002-24
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA, CALIFORNIA, RELATING TO ADJUSTMENTS IN ELIGIBLE
BENEFITS FOR MEMBERS OF THE CITY COUNCIL AND
AUTHORIZING REIMBURSEMENT OF ACTUAL AND NECESSARY
EXPENSES AS PERMITTED BY LAW
WHEREAS, the City of West Covina provides compensation and benefits to members of
the City Council as provided under the law; and
WHEREAS, the City of West Covina has examined the compensation provided to other
cities; and
WHEREAS, the City of West Covina has conducted a market survey of other public
agencies; and
WHEREAS, compensation and benefits have been deemed appropriate as a means to
recognize the significant amount of time required to serve as a member of an elected body.
NOW, THEREFORE, The City Council of the City of West Covina does resolve as
follows:
SECTION 1. REDEVELOPMENT AGENCY COMPENSATION AND
REIMBURSEMENT OF ACTUAL AND NECESSARY EXPENSES. The City authorizes
the reimbursement of the actual and necessary expenses incurred by City Council members in the
performance of their official duties; and when the legislative body is acting as the
Redevelopment Agency, pursuant to Health and Safety Code Section 33200, "the compensation
provided for in Section 33114 shall not exceed thirty dollars ($30) per member for each meeting
of the agency attended by the member. No member shall receive compensation for attending
more than four meetings of the agency during any calendar month. In addition, members shall
receive their actual and necessary expenses incurred in the discharge of their duties."
SECTION 2. DENTAL INSURANCE. Consistent with the Department Heads, the
City shall increase the City contribution for dental insurance by $10 per month (to $30 per
month), effective January 5, 2002.
SECTION 3. MEDICAL CONTRIBUTIONS. Consistent with the Department
Heads, effective January 5, 2002, the City shall contribute an amount equal to the Kaiser Family
(Employee +2 dependents) monthly premium to offset medical insurance costs.
SECTION 4. CAR ALLOWANCE. Consistent with the Department I -leads, City
Council members shall be provided with a monthly car allowance (currently $300 per month).
SECTION 5. The remaining provisions of the City Council's compensation and benefits
hereinafter indicated shall remain in full force and effect: Stipend: $765 per month; PERS
Retirement: 7% employee share; and Life Insurance: $100,000 (while on official duty).
SECTION 6. The City Clerk shall certify to the adoption of this Resolution.

RESOLUTION NO. 2003-96
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA, CALIFORNIA, RELATING TO RATIFICATION OF LIFE
INSURANCE BENEFITS FOR MEMBERS OF THE CITY COUNCIL. .
WHEREAS, the City of West Covina provides life insurance benefits to members of the
City Council; and
WHEREAS, life insurance benefits have been deemed appropriate for members of the
City Council.
NOW, THEREFORE, the City Council of West Covina does hereby find, determine and
declare as follows:
SECTION 1. BASIC TERM LIFE INSURANCE. Consistent with the Department Heads,
the City shall provide basic term life insurance to members of City Council with a coverage
amount of $100,000.
SECTION 2. RETIREE LIFE INSURANCE. Consistent with Department Heads, the City
shall provide retiree life insurance to eligible members of City Council with a coverage amount of
$10,000.
SECTION 3. ACCIDENTAL DEATH AND DISMEMBERMENT. Consistent with
Department Heads, the City shall provide accidental death and dismemberment (AD&D) to
members of City Council with a coverage amount of $200,000.
SECTION 4. The remaining provisions of the City Council's compensation and benefits
hereinafter indicated shall remain in full force and effect.
SECTION 5. The City Clerk shall certify to the adoption of this Resolution,
