RECOMMENDATION: It is recommended that the City Council adopt the following resolutions: RESOLUTION NO.. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, APPROVING THE CLASS SPECIFICATION FOR MANAGEMENT ANALYST I/II RESOLUTION NO. - A RESOLUTION OF THE CITY.COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, APPROVING THE CLASS SPECIFICATION FOR COMPUTER SERVICES TECHNICIAN RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, APPROVING THE CLASS SPECIFICATION FOR POLICE COMMANDER BACKGROUND: As part of the City's on -going process of maintaining its position classification plan, the Human Resources Department, as needed, reviews class specifications to ensure that our position specifications are in alignment with current standards, requirements, and qualifications. This review further ensures that required skills, technological knowledge and utilization, essential functions, and terminology for each classification are in alignment with current demands and comparable with similar classifications within the public sector labor market. As a result of our on -going review process, staff has recognized the need and opportunity to update the class specifications for the Management Analyst I/II, Computer Services Technician, and Police Commander position series. MANAGEMENT ANALYST I/II The Management Analyst I/II is a professional job classification series currently utilized by the City. Management Analyst I is the entry-level position and Management Analyst II is the journey -level position for the job classification series. The Management Analyst I/II position classification was designed to be versatile and to operate as a generalist within any City department. This classification series also allows the City to recruit for specialized skills and areas of expertise based on the City's needs. City staff was recently made aware that the Management Analyst I/11 class specification was too restrictive and thus, potentially limited the candidate pool during City recruitments for the position. We have revised the Management Analyst I/II class specification to make public agency experience desirable. Prior to this revision, public agency experience was a strict qualification for this position. The purpose for this revision is to expand and generalize the areas of operations for which the City can recruit, while at the same time, not restricting our recruitment pool by requiring public agency experience as a requisite qualification for applying and competing for open positions. Additionally, the revised class specification allows the City to make public agency experience a preference when that particular specification is deemed to be a best fit for the recruitment. (Attachment No. 1) COMPUTER SERVICES TECHNICIAN The purpose for revising the Computer Services Technician class specification is to bring the City's specification into alignment with current industry standards and organizational demands for workplace technology. Since the last review and revision of this class specification, there has been a significant change in the types of applications, uses, and demands for workplace technology. Due to these changes, staff has revised the class specification (Attachment No. 2) as follows: • Deleted requirements to be knowledgeable of HP mainframes along with a variety of other software applications such as Lotus 1-2-3, WordPerfect, Harvard Graphics, Windows, MS DOS and other relational database software systems that are no longer widely used or relevant in the technological industry. • Added requirements to be experienced and knowledgeable of current technology that includes desktop computers, servers, and network hardware; • Added requirements to be knowledgeable and experienced with a variety of software applications such as Microsoft Office Suite, current Windows operating systems and other related technologies; • Added preferences to be certified in Microsoft CompTIA A+, CompTIA Network+, Microsoft Certified Solutions Expert (MCSE), and Microsoft Office Specialist (MOS); • Added requirements to be knowledgeable and skilled in providing good customer service. POLICE COMMANDER The purpose of revising the Police Commander class specification is to bring the position title into alignment with other departments and cities that are comparable in size and scope of service to the City of West Covina. Police departments across the country typically follow a ranking structure that resembles the United States Military. The ranking structure expands or contracts contingent upon the size of a respective public agency and remains consistent among comparable agencies. The purpose of rank is so that increasing levels of supervision and authority can be readily identified both inside and outside an agency and interaction between management of different agencies is conducted at similar levels. The typical ranking structure for medium-sized police departments comparable to the City of West Covina is as follows: 1. Chief of Police 4. Sergeant 2. Captain 5. Corporal 3. Lieutenant 6. Police Officer Based on information provided by our Chief of Police, it has been ascertained that in the mid- 1970's, the City of West Covina Police Department (WCPD) utilized a position titled "Captain', which was responsible for supervising Lieutenants and reported directly to the Chief of Police. For reasons which are unclear, the job title was changed to "Commander" sometime between 1975 and 1979. The responsibilities, function, and reporting structure remained unchanged. From this period to around 2008, approximately (5) agencies in California used the Commander position in the same manner as WCPD. The remainder of the agencies which currently use the Commander position are significantly larger than the City of West Covina and require an additional layer of management. In all of these instances, the Commander position supervises Captains and bridges the gap between Captains and executive management. Following the most recent recession, many small police agencies eliminated the lieutenant and captain positions and merged the positional responsibilities of both into a single position of i "Commander". The consolidation of the lieutenant and captain positions by our peer police agencies is problematic for WCPD because the Commander position currently used by our agency is incongruent with the Commander positions currently used by comparable agencies. Therefore, based on the recommendation and support of our own Chief of Police, staff has retitled the Police Commander position to Police Captain. Additionally, the class specification for Police Commander will now be titled Police Captain to accurately reflect this change. No other changes were made to the job series specification. (Attachment No. 3) HUMAN RESOURCES COMMISSION REVIEW: The Human Resources Commission unanimously approved the revised class specifications for Management Analyst I/II, Computer Services Technician, and Police Commander at its December 10, 2014 meeting. LEGAL REVIEW The City Attorney has reviewed and approved this report and the class specifications. FISCAL IMPACT The proposed class specification revisions have no fiscal impact. Lewis City Clerk CITY OF WEST COVINA MANAGEMENT ANALYST I/II (Formerly Administrative Analyst VII) Job Summary MANAGEMENT CLASS SPECIFICATION December 2014 Under administrative direction, performs general administrative work in the City Manager's office or other City department; conducts specialized and difficult studies and research projects; coordinates programs and activities; may supervise activities of an assigned administrative area; and does related work as required. The Management Analyst I is the entry level position for this classification. Essential Functions 1. Directs and participates in the administration of departmental programs or selected phases of such programs. 2. Analyzes program needs, conducts special studies, research, and analysis, and prepares reports with recommendations for appropriate action. Studies conducted deal with essentially any issue or subject of concern to the department. 3. Prepares council reports and resolutions, commission reports, procedure manuals, policies, forms, administrative directives, budget requests, and a variety of correspondence for a superior or as required in the conduct of assigned projects and devises same as needed. 4. Participates in the preparation and administration of the City or department budget by coordinating related activities and compiling, reviewing, and analyzing requests and justifications. 5. Interfaces with other departments and outside agencies in exchanging information and coordinating activities/projects. 6. May participate as a team leader or member of City task forces organized to address problems or issues related to governmental activities or community concerns. 7. Researches public requests/complaints and responds as appropriate. 8. Attends City Council meetings and meetings of other boards and commissions and may make presentations or respond to questions regarding projects. 9. QUALIFICATIONS Required Knowledge Thorough knowledge of modem principles, methods and problems of municipal public administration; knowledge of research methodology, including statistical and financial analysis; report preparation; knowledge of City governmental operations; working knowledge of supervision; and knowledge of evaluation techniques and organizational principles. Education: Graduation from a four-year college or university with a major in public administration, political science, business administration, or a related field. Graduate work in subjects relevant to the work assigned is desirable. Class Specs Management Analyst I/II_12-2014 Experience - Management Analvst I At least two (2) years of full-time responsible experience in performing professional level administrative, budgetary, financial, human resources, risk management, operational, or similarly related analyses and studies. Experience in a public agency is desirable. Experience - Management Analvst II Promotion to or an initial hiring at the Management Analyst II level is based upon satisfactory performance at the Management Analyst I level or additional professional experience that is significantly above the requirements of the Management Analyst I level. Essential Functions 1. Provides technical assistance to users for personal computer operations utilizing word processing, desktop publishing, database, graphics, spreadsheet, and other City utilized application programs, and operating systems. 2. Assists in the installation and maintenance of all computer hardware and software applications in City Hall and other City owned facilities excluding the Police Department. 3. Performs technical testing, troubleshooting, and debugging of personal computer related hardware and software malfunctions for all departments except Police. 4. Updates and monitors programs and data files to assure efficient and economical operation and storage use. 5. Writes and maintains documentation pertaining to computer applications. 6. Develops graphs, spreadsheets, and customized reports for various user departments as needed. May assist with HP mainframe and printer operations; and acts as backup to HP system in absence of supervisor. 8. May supervise daily operations in absence of supervisor. QUALIFICATIONS Required Knowledge Knowledge of the operations, uses and capabilities of electronic computer equipment, including desktop computers, servers and network hardware; knowledge and skill in good customer service practices; knowledge of a variety of software applications such as Microsoft Office Suite and the current Windows operating systems. Experience: One year of responsible experience working with both personal and mainframe computer hardware systems, as well as a variety of software applications. Exposure to networking systems highly desirable. Education: Associate's degree or equivalent in Computer Science or Computer Information Systems or closely related field. Vocational training in computers may be substituted for degree if core courses are comparable. Additional qualifying work experience may be substituted for the educational requirement on a year -for -year basis. Microsoft CompTIA A+ is preferred. CompTIA Network +, MCSE and MOS is a plus. Licenses: Possession of or ability to obtain valid Class 3 California Driver's License. Physical Requirements: This position also requires extensive and repetitive physical activity, involving the arms, wrists, and ]lands, including writing and using a keyboard. It also requires physical abilities associated with the ability to read, write and communicate in a work environment requiring no extraordinary physical strength or other special physical qualifications. Essential Functions Plans, organizes, develops, coordinates, and directs division operations relating to police patrol, investigations, training, jail, traffic, property/evidence control, record keeping, crime prevention, or community services. 2. Participates in the interviewing, selection, training, and evaluation of employees 3. Schedules, assigns, and coordinates division work activities with those of other units, departments, and outside agencies. 4.
