A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, ADJUSTING THE SALARY RANGE FOR THE PUBLIC WORKS DIRECTOR DISCUSSION: The employment agreements for the City of West Covina Department Heads expired on .tune 30, 2014. Department I-Ieads are not a unionized labor group, and as such, their compensation and benefits are not in the form of a Memorandum of Understanding, but are granted by City Council resolution. On tonight's agenda is the approval of a compensation and benefits package for Department I -leads that will cover the period ofJuly 1, 2014, through June 30, 2015. One of the items includes a salary survey to be conducted as part of the upcoming budget discussion for Fiscal Year 2015-2016. The results of the survey are not binding to the City for inclusion in the next budget, but will provide valuable data for consideration. The City of West Covina is in the process of recruiting for a new Public Works Director. A survey of market cities (i.e., Downey, Burbank, Arcadia, and Ontario) showed the compensation range of the Public Works Director in West Covina to be significantly less that these cities. On average the top of the range for Public Works Director in these cities is $175,988 per year. The West Covina Public Works Director's salary range is $1 19,436 to $161,256 per year. In order to be able to attract lop talent to work in West Covina, the City Manager is seeking the City Council's support to increase the salary range for the Public Works Director to $129,624 to $175,000, which is within the range for these market cities. LEGAL REVIEW: The City Attorney's office has reviewed this staff' report and the attached resolution. FISCAL IMPACT: The salary increases will be absorbed within the adopted budget for Fiscal Year 2014-2015. tom. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OIL WEST COVINA, CALIFORNIA, ADJUSTING THE SALARY RANGE FOR THE PUBLIC WORKS DIRECTOR WHEREAS, the City Council has reviewed the salary of those other public agencies that have positions comparable to the Public Works Director in the City of West Covina; WHEREAS, the current salary range for the Public Works Director is $119,436 to $161,256, annually; and WHEREAS, the City Council of the City of West Covina wishes to adjust the current salary range of the Public Works Director to remain competitive to the compensation offered to other cities and attract top talent to the City of West Covina. NOW THEREFORE, the City Council of the City of West Covina does hereby resolve as follows: SECTION 1. That the salary range for Public Works Director is here by amended to a range of $129,624 to $175,000, annually. SECTION 2. The City Clerk shall certily to the passage and adoption of this resolution and enter it into the book of original resolutions and it shall become effective immediately upon its approval.
