SUBJECT: RESOLUTION FIXING THE EMPLOYER'S CONTIZ113UTION UNDER
THE PUBLIC EMPLOYEES' MEDICAL AND HOSPITAL CARE ACT
RECOMMENDATION:
It is recommended that the City Council adopt the following resolution to ensure the City's
compliance with the Public Employees' Medical and Hospital Care Act (PEMCHA)fixing the
City's medical contribution for employees and retirees.

HOSPITAL CARE ACT
DISCUSSION:
On .July 17, 2012, the City Council adopted new Memoranda of Understanding (MOD's) for the
Police Officers' Association, Police Management Association, Firefighters' Association, and the
Fire Management Association. As part of the changes implemented as a result of these in the
MOD's, the Retiree Medical benefits for all of these employee groups were amended to specify
the City's medical contribution as the statutory minimum required in accordance with the Public
Employees' Retirement System (PERS) Public Employees' Medical and Hospital Care Act
(PEMCHA) regulations. PEMCHA requires that the City submit a resolution to ,enact ally
changes in the City retiree medical contribution.
The PEMCHA statutory minimum contribution effective January 1, 2013, will be $115.00 per
mouth per retiree participating in the City's medical program.
A Resolution addressing this requirement was approved by the City Council on November 20,
2012. However, PEMCHA requires agencies to use specific language and new language was
added due to recent legislative changes. Therefore, we are resubmitting the Resolution with the
PEMCHA required language.
FISCAL IMPACT:
There was no additional cost to implement
employees beginning Fiscal Year 2012-2013.

RESOLUTION NO. 2013 -
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA, CALIFORNIA, FIXING THE EMPLOYER'S CONTRIBUTION
UNDER THE PUBLIC EMPLOYEES' MEDICAL AND HOSPITAL CARE
ACT
WHEREAS, (1) Government Code Section 22892(a) provides that a local agency
contracting under the Public Employees' Medical and Hospital Care Act shall fix the amount of
the employer's contribution at an amount not less than the amount required under Section
22892(b) of the Act; and
WHEREAS, (2) City of West Covina is a local agency contracting under the Act; now
therefore be it
RESOLVED (a) That the employer's contribution for each employee or annuitant shall
be the amount necessary to pay the full cost of his/her enrollment, including the enrollment of
family members, in a health benefits plan up to a maximum of:
Code Bargaining Unit Contribution Per Month
001 Fire (Safety) The minimum employer contributions per
month as prescribed in Section 22892(b)(1)
of the Government Code
002 Police (Safety) The minimum employer contributions per
month as prescribed in Section 22892(b)(1)
of the Government Code
003 General No Change
004 Non -Sworn Safety Support No Change
005 Maintenance & Crafts No Change
006 Management No Change
007 Confidential No Change
008 Elected Officials No Change
Plus administrative fees and Contingency Fund Assessments; and be it further
RESOLVED, (b) That the City of West Covina has fully complied with any and all
applicable provisions of Government Code Section 7507 in electing the benefits set forth above.
