The City of West Covina is initiating an amendment to the zoning ordinance
which adds Section 11106 allowing storage lots and mini warehouses in cer-
tain zones subject to an unclassified use permit. In accordance with the
guidelines and procedures for Environmental Impact Reports, .this case is
considered CATEGORICALLY EXEMPT and no Environmental Impact Report or
Negative Declaration is required to be filed.

Bids received in the Office of the City Clerk until 3:00 P.M. November 13,
1979, at which time they were publicly opened and read. Recommendation is
to award the contract to the low bidder, ARMSTRONG CONSTRUCTION CO., West
Covina, for the amount of $30,104 and authorize the Mayor and City Clerk
to execute the contract.
