SUBJECT: PERSONAL PROTECTIVE EQUIPMENT - AWARD OF PURCHASE
RECOMMENDATION:
It is recommended that the City Council waive the fonnal contract procedure and approve an
award of purchase for 25 sets of Morning Pride Personal Protective Equipment (PPE) from
Fisher Scientific Company of Suwanee, GA, for a total cost of $43,112'.01, including sales tax
and shipping per the pricing awarded by City of Glendale, California, per their Purchase Order
No. 7000002835.
DISCUSSION:
The purchase of new PPE will replace older existing PPE that is currently being used by fire
suppression personnel. The replacement PPE will allow the older PPE to be used as serviceable
back-ups. This will enable fire personnel to launder protective clothing that is soiled or
contaminated, while remaining in a response -ready status for subsequent emergency responses.
The goal of staff is to equip all suppression personnel with one primary set of firefighting
personal protective clothing, and one back-up set of "used -but -serviceable" protective clothing.
The annual Fire Department budget provides for the replacement of 20% of the department's
PPE inventory per year. The City Council approved a one-time CIP request in the 2007-2008
budget to purchase additional PPE, to provide a back up set to the members that did not have
them. This CIP approval will allow the Fire Department to achieve the benchmark stated above.
In 2007, new National Fire Protection Association (NFPA) regulations required all new PPE to
be equipped with a standard Drag Rescue Device (DRD). The DRD is: built in to all new PPE
and allows a downed -firefighter to be pulled to safety by another firefighter using the built-in
harness. The West Covina Fire Department changed its PPE specifications to meet the NFPAs
requirements. After months of research and testing, the Fire Department adopted the same
Regional PPE specifications that many surrounding agencies have adopted. This brings West
Covina Fire Department into regulatory compliance and allows the Fire Department to take
advantage of regional pricing. The City of West Covina was able to piggyback onto an existing
competitive contract established with the City of Glendale, California, Purchase Order No.
7000002835.
The West Covina Municiple Code allows the City to waive fonnal contract procedures and
piggy -back on an existing agency's award, "when the successful bidder for a contract with
another county, city, specific district or other local agency makes the same written bid to the city,
and the purchasing officer finds that the other agency originally obtained the bid pursuant to
fonnal contract procedures at least as rigorous as those of the City" (Sec. 2-333, Formal Contract
Procedures, Waivers).
Fire Department staff inspected a sample set of PPE's and determined that it meets all of the
national regulations and the demands of the West Covina Fire Department.

The finding for part of this award of purchase was approved by the City Council as part of the
Fiscal Year 2007-2008 mid-term budget follow-up at the June 5, 2007, City Council meeting.
The City Council authorized a total of $24,000 to be funded from General Fund Reserves,
Account No. 110.84.8819.7900. The remaining funding of $19,112.01 is available in the Fire
Department PPE replacement Account No. '110.32.3210.6013.
