Hobbs, City Manager And City Council FROM: Richard E. Greene, Fire Chief SUBJECT: REVISED AMENDMENT TO AGREEMENT FOR EXCHANGE OF SERVICES BETWEEN THE CITY OF WEST COVINA AND LOS ANGELES COUNTY. SUMMARY: AGENDA ITEM NO. C-4e DATE January 2, 2001 *PRINTED ON RECYCLED PAPER This amendment revises the effective date of a previous amendment which increases the amount that the County pays for West Covina paramedic service in surrounding areas. BACKGROUND: On September 5, 2000, the West Covina City Council approved an amendment to the 1996 agreement for exchange of paramedic services with Los Angeles County. The amendment allowed the City of West Covina to recover 100% of the cost of providing paramedic service to the county areas adjacent to the City. The Los Angeles County Fire Department had agreed to the increase, which was retroactive to July 1, 2000. During the same month, the County Board of Supervisors instituted a stringent policy of no retroactive agreements. The County has revised the proposed Amendment Agreement to reflect its effective date upon approval of both parties. DISCUSSION: In September 2000, the City of West Covina Council approved a revised agreement with Los Angeles County whereby the City would receive increased compensation for paramedic services provided into County areas. The original agreement of September 1996, was intended to alleviate an imbalance in reciprocal service with the City responding into the County up to 17. times more often than the County responded into the City. The revision was intended to recover 100% of the cost of providing the service in County areas. At the time of the execution of the revised agreement, the Los Angeles County Fire Department was unaware of a newly enacted policy by their Board that prohibits retroactive agreements. This revised amendment will allow the City of West Covina to recover 100% of the cost of providing paramedic service into County areas adjacent to the City. The 100% recovery will not be retroactive and the increased amount will only be in effect after both parties have executed the agreement. FISCAL IMPACT: It is expected that that the cost recovery to the City will be approximately $7,000 annually. During the 2000/2001 fiscal year the amount is expected to be approximately $4,000 because of the County's policy of no retroactive agreements. RECOMMENDATION: It is recommended that the West Covina City Council approve the Amendment to the Agreement for exchange of paramedic service between the City of West Covina and Los Angeles County Consolidated Fire Protection District. This revised amendment will increase the City's emergency medical call charge to the County from $105.00 to $175.00'per call, thereby allowing the Fire Department to recover the full cost of providing medical service outside of the City for the County.
