SUMMARY: This''request provides for approval of an
extension of the 1990 Weed and Rubbish
Abatement contract for 1992, at the 1990
Weed,Abatement prices.
This contract provides for discing, hand cleaning, and rubbish
removal on approximately 70 parcels in the City of West Covina.
The contract is divided into two. proposals. Proposal "A" deals
with discing and trash removal on vacant lots. Proposal�"B" deals
with the mowing'of smaller parcels and vacant homes.
The Weed,.Abatement Program is under the -direction of the Fire
Department.:I The guidelines used in the program are taken from
TitleA, Chapter 13 of the State of California Administrative Code.
In the previously 'approved contract documents for the 1990 Weed
Abatement'Program,,Paragraph #30 provides for an extension of the
contract annually for up to four (4) years. The extension is
subject to agreement by both the City and the contractors on terms
and contract prices. Both contractors have agreed to extend their
contracts on the same terms and conditions. Staff is recommending
this contract extension due to the difficulty in obtaining
responsive bidders as well as no increase in the fees from the
original bids received in 1990. Each year there are fewer and
fewer'people in the weed abatement business.
Attachment "A", enclosed, shows a unit price breakdown for discing
rubbish removal, and hand cleaning costs. There were 129 parcels
on the 1991 Weed Abatement Roll, with work done on 79 of them. The
total cost of the program for 1991 was $23,924.57. The amount
billed through the County Assessor's Office and placed on the -tax
bills was $29,614.92. This figure included the administration fee.
For 1992, we anticipate 129 parcels on the roll, with work being
done on 70 of them.
The City budget will not be effected since the Weed Abatement
charges are the same as last year, and the charges against each
parcel are returned to the City through the Los Angeles County Tax
Collector.
The Fire Department recommends an extension of the 1990 Weed and
Rubbish Abatement contract because work done by Gardner Tractor and
Pepo Weed Abatement over the past 2 years has been satisfactory and
they are familiar with the properties needing work. Both
contractors have agreed to the contract extension with no increase
in fees.
This action is the first step in establishing the authorization for
the 1992 Weed'Abatement Program. We will be returning to the
Council to declare the weeds a nuisance and obtain authorization to
abate.
RECOMMENDATION:.
It is recommended that the City Council approve an extension of the
1990 contracts for a second year to December 31, 1992 and authorize
the Mayor and City Clerk to execute the contracts.
