;e and Police Departments request City Council's approval to purchase
the aging vehicle assigned to the T.R.A.P. Detective.
Z.A.P. Detective is assigned to a multi -agency auto theft task force,
rsed by the task force for the Detective's salary. The Detective is
fice and works out of El Monte. The duties assigned to the position
and require a vehicle that is not readily identifiable as a police
to the T.R.A.P. Detective is a 1989 Ford T-Bird with in excess of
,e is causing the vehicle to require repairs in excess of the vehicle
The Police Department investigated the possibility of purchasing a used rental car instead of a
new vehicle. The best price located was for a 1995 Ford T-Bird with over 20,000 miles on the
vehicle. The vehicle price f was fixed at $15,050.
After obtaining three bids on a new 1996 Ford T-Bird it was determined that the low bid for a
new vehicle with the same equipment was only $1,335.00 more than the used vehicle. The new
vehicle offers a superior warranty over the used, and does not have the 20,000 miles of use as a
rental. It is the opinion of the Finance and Police Departments that the $1,335.00 is justified to
obtain a new vehicle with the full factory warranty.
Three bids were obtained for a new Ford T-Bird. The Mercury Cougar is basically the same car
and was included to allow West Covina Lincoln Mercury to submit a bid. The minimum
equipment required for bid was for 1996 or 1997 LX model Ford T-Bird or Mercury Cougar
with the preferred equipment package "157A", V-8, power windows and air conditioning. The
bid request resulted in the following quotes:
