Memorandum
AGENDA
Item No. D-6a
TO: Andrew G. Pasmant, City Manager
and City Council Date: January 19, 2010
FROM: Tom Bachman, Assistant City Manager
SUBJECT: SURPLUS EQUIPMENT
RECOMMENDATIONS:
It is recommended that the City Council authorize the sale of the surplus vehicles listed below by
public auction company, US Auctions, in accordance with Section 2-316 of the West Covina
Municipal Code.
DISCUSSION:
Because the vehicles and equipment listed below have exceeded their useful life expectancy and
are no longer useful to any City department, they meet the criteria for being declared surplus
City property. The vehicle maintenance supervisor compiled the list of surplus equipment and
ranked the condition of the vehicles/equipment as indicated in the "Category" column.

Subject: DONATION OF USED TRUCK
Last year, I was approached by the Action Food Pantry asking if I was aware of any used trucks that
might be available for donation. This truck would help them with transportation for pick up of food
products from various food donors that help contribute to the food bank that services the residents of
West Covina and surrounding communities. I have been informed by one of the members that the
group is still in need of a truck.
On tonight's, agenda you have a 1991 GMC 1500 pickup item P39s valued at roughly $2500. My
thought is that we could either 1.) Donate it to them outright or 2.) explore increasing one of our
grants to the group to fund the purchase of the vehicle from the City.
Either way, I would like to request that the City Council consider granting the City Manager the
authority to donate/sell the vehicle based on the above scenario (to the Action Pantry); authorize any
fund transfer and authorize the auctioning the vehicle if the vehicle does not serve the groups needs.
