SUBJECT: PURCHASE OF ONE (1) FORD ESCAPE HYBRID VEHICLE
RECOMMENDATION:
It is recommended that the City Council approve .an award of purchase for one (1) 2006 Ford
Escape hybrid vehicle to Clippinger Ford for a total cost of $26,401.92 including sales tax and
standard warranty.
DISCUSSION:
On May 3, 2005, City Council awarded the purchase of three 2006 Ford Escape hybrid vehicles
to the lowest responsible bidder, Barber Ford, at a cost'of $26,764.81 each. The City has since
signed an agreement with Hassen Imports Partnership and West Covina Motors (d.b.a.
Clippinger Ford) that allows the City to procure vehicles for a purchase price of "net invoice less
government factory assistance." Clippinger Ford is therefore offering the vehicles at a cost of
$26,401.92 each.
On November 1, 2005, City Council awarded the purchase of two 2006 Ford Escape hybrid
vehicles to Clippinger Ford at a cost of $26,401.92 each to be used by the police department.
This is a request for one additional hybrid unit that will be utilized as a City Pool car replacing
Unit 65, a 1991 Ford Tempo that is beyond its useful life expectancy and is no longer
dependable. The Ford Tempo will be sent to auction. City Pool vehicles are most often used for
local, short distance trips (less than 25 miles). The hybrid would be an excellent vehicle for this
purpose.
ALTERNATIVES:
The alternatives are:
1. Award the vehicle to Clippinger Ford as recommended, or
2. Purchase the vehicle from Barber Ford per Bid 0305-C, or
3. Re -bid the vehicle, or
4. Not purchase the vehicle.
FISCAL IMPACT:
There is no impact to the General Fund. There is sufficient funding for the purchase of this
vehicle budgeted in the Air Quality Improvement Trust Fund (119). The South Coast Air

restricted Alternative Fuel Vehicle funds for the purchase of hybrid vehicles.
