SUBJECT: PROCUREMENT OF ADMINISTRATIVE FOUR -DOOR SEDAN
RECOMMENDATIONS:
It is recommended that the City Council authorize staff to proceed with the lease of a new, 2005
Cadillac STS at a cost not to exceed $26,017.00 over the 36-month period with payments not to
exceed $675.00/month.
BACKGROUND:
The City's contract with Mr. Pasmant states in part that "the City agrees to provide an automobile
by the City for his exclusive and personnel use... The automobile shall be a top -of -the -line Ford,
Chevrolet, Chrysler or equivalent." Per the terms of the contract, the vehicle will be replaced every
three (3) years. The 2002. Chrysler 300M Special is at the end of its 36-month lease.
DISCUSSION:
In addition to the Cadillac, City staff also evaluated the Chrysler 300. Both of the vehicles are
comparable in price, size, and appointments. However, the City's local vendor, Clippinger Chrysler
Jeep advised that, the new Chrysler 300 was selling for higher than MSRP (Manufacturer's
Suggested Retail Price) and that the vehicle may be hard to get.
In compliance with Sec. 2-333 of the West Covina Municipal Code, the Request for Quotations was
noticed in the San Gabriel Vallev Tribune on November 15, 2004. Request for Quotations were
sent to eight (8) Cadillac dealerships in the greater Los Angeles area, and two (2) responses were
received and opened on November 30, 2004. The lowest responsive bid was received from
Crestview Cadillac. With a down payment of $2,392.97 and monthly payments of $675.00, the
monthly payment for the Cadillac STS is the same as the current monthly payment for the 2002
Chrysler 300M.
FISCAL IMPACT:
The lease payments for this vehicle have been budgeted in the Debt Service Fund 300.11.9000.6424.
The City Manager's vehicle is currently budgeted for $675/mo. The monthly payment for the
Cadillac STS will not exceed this amount.
