City Council will consider the adoption of the Fiscal Year 1997-98 Final
I am pleased to submit to the City Council the Fiscal Year 1997-98 Final Operating and
Capital Budgets for the City of West Covina and the West Covina Redevelopment Agency.
For Fiscal Year 1997-98, the City's Operating Budget is $50,378,580, the Redevelopment
Agency's Budget is $14,457,450 and the Capital Improvement Program Budget is $5,812,300
for a total combined FY 1997-98 Final Budget of $70,648,330.
On June 17, 1997, the City Council adopted a preliminary Budget which consisted of the
City's Operating Budget, the Redevelopment Agency Budget and the Civic Center lease
payment.
The Final Budget differs from the Preliminary Budget in several ways. It includes $415,238
in cost -of -living allowances for the Police, Fire, General and SEIU bargaining groups. It also
reflects the cost of the December 9, 1997, election ($80,000); the Orangewood Child Care
Program ($66,000); and the Park Reservation Fee Program ($4,350). Finally, additional
programming totaling $161,800 in Justice Grant funds and $225,990 in COPS funding has
been added to the Police budget.

Manager's Budget Message contained in the Budget document. I would like to encourage you
to read the Budget) message as it provides an overview of the City Council's policies and
priorities as reflected in the FY 1997-98 Final Budget.
