SUWECr: SURPLUS PROPERTY DATE February 2, 1993
SUMMARY: The City Council periodically :declares as surplus City
property which is no longer useful to the City, thereby,
allowing the property to be disposed of as provided for by
the Municipal Code.
BACKGROUND:
The West Covina Municipal Code requires that City owned items which
are no longer useful and valued at $250 or more may only be declared
surplus by a resolution of the City Council. - Items declared as
surplus may then be disposed of as required by law.
The City disposes of surplus property through a,local public auction
firm where bids can be made in a competitive arena. The City
currently has a contract with The Nationwide Companies (Southwest),
in the City of Industry, to auction off surplus property. The net
proceeds of the sale of surplus property is returned to the City and
is credited to those funds which purchased the property, such as the
Vehicle Replacement or General Fund. Property recovered through the
Drug Asset seizure. process, which is not useful to the Police
Department or City is also auctioned with the proceeds going into the
Drug Enforcement Rebate account.
SURPLUS PROPERTY IDENTIFICATION:
When an item is no longer useful to a City Department or it is no
longer cost effective to repair an item, it is requested that the item
be declared as' surplus. At this time, staff is requesting that
Council declare as surplus seven. vehicles, four various maintenance
related items, thirty light bars, twenty-four light bar control units,
and one copy machine. A detailed listing -of the items are listed in
the attached resolution. These items have been reviewed by staff and
meet the requirements for being declared as surplus City property.
RECOMMENDATION:
It is recommended that the City Council adopt the following
resolution:

WHEREAS, certain vehicles and other items have been determined
to no longer be useful to the City.
NOW, THEREFORE, the City Council of the City of West Covina
does hereby resolve as follows:
