Chung, City Manager BY: Nita McKay Director of Finance and Administrative Services SUBJECT: APPROVAL OF EDUCATION INCENTIVE FOR POLICE CHIEF RECOMMENDATION: It is recommended that the City Council adopt the following resolution: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING BENEFITS FOR DEPARTMENT HEADS DISCUSSION: With the retirement of Police Chief Frank Wills in June 2013, the City recruited for the Chief of Police position. The City received twelve applications for the position and conducted objective interviews (panel interview board) with the five most qualified candidates. At the conclusion of the interviews, City Manager Christopher Chung interviewed the top two candidates and selected David Faulkner, Captain with the Fontana Police Department as the City of West Covina's new Chief of Police. This decision was based upon the many years of experience and expertise in law enforcement that Mr. Faulkner possesses. The City negotiated salary and benefits with Mr: Faulkner. The City offered top step of the Police Chief salary range, or $190,500. After further consideration, Mr. Faulkner asked that the City consider providing the same 6% education incentive afforded West Covina Police Management Association members to bring his compensation closer to his existing pay at the City of Fontana ($202,407). As a point of reference, in addition to base salary, the City's Police Management receives additional pays, including uniform allowance of $1,000 per year, education incentive of 4% of base salary for an Associate's degree/POST certificate, 6% for a Bachelor's degree/POST certificate, 8% for a Master's degree/POST certificate, and longevity pay of 2% to 7% depending on years of service. Although this additional compensation is received by the City's Police Lieutenants and Commanders, it is not currently an additional pay detailed in the Department Head agreement for the Police Chief. As a result, there are compaction issues in salary. The Education Incentive compensation is detailed in the attached resolution and is only provided to the Police Chief and not the other Department Heads. If approved, Mr. Faulkner will receive an additional 6% compensation, because he currently holds a Bachelor's Degree plus an Advanced POST Certificate. The base salary plus the education incentive brings Mr. Faulkner's total compensation to $201,930 ($477 less than his compensation with the City of Fontana). Providing the education incentive to the Police Chief brings his salary more in line with Police Management. Additionally, Finance & Administrative Services conducted a survey of the City's labor market cities to determine the average salary and additional pays received by the Chief of • • Police position. The attached summary of this survey shows that education incentives at various levels are provided to Police Chiefs in six other cities within the City's labor market. FISCAL IMPACT: The addition of the Education Incentive of 6% to the Police Chief's compensation will increase the personnel costs $11,430 in the General Fund. This cost will be absorbed in the Police Department's existing appropriations for Fiscal Year 2013-14. NOW, THEREFORE, the City Council of the City of West Covina does resolve, determine and order as follows: SECTION 1. That the Department Head Agreement be amended to include the following: EDUCATION INCENTIVE FOR POLICE CHIEF A. Associate of Arts Degree or equivalent (60 semester or 90 quarter units): All eligible employees will receive 2% of base salary. B. Advance Post: All eligible employees will receive 2% of base salary. C. Associate of Arts Degree or equivalent plus Advanced POST Certificate: All eligible employees will receive 4% of base salary. D. Bachelor's Degree: All eligible employees will receive 4% of base salary. E. Bachelor's Degree plus Advanced POST Certificate: All eligible employees will receive 6% of base salary. F. Master's Degree: All eligible employees will receive 4% of base salary. G. Master's Degree plus Advanced POST Certificate: All eligible employees will receive 8% of base salary.
