Summary: This is an updated report on the STATUS OF PLANS FOR BKK
LANDFILL CLOSURE and other related BKK matters. This is a part of
the City program to keep community informed of the progress toward
implementation of the closure plans for the BKK Landfill.
The latest edition of the STATUS OF PLANS FOR BKK LANDFILL CLOSURE is
attached. This is a part of the City Community Outreach Program to keep community
informed of the progress toward implementation of the closure plans for the BKK
Landfill. Staff recommends the City Council receive and file this report.
The changes in status since last month's report are in bold in the attachment. Without
repeating the comments in the STATUS OF PLANS FOR BKK LANDFILL CLOSURE,
The highlights of activities regarding the Landfill for the Iast,30 days are:
Staff previously reported that the California Department of Toxic Substances Control
(DTSC) is considering the issuance of an Order instead of a Permit for the Post
Closure Maintenance Plan for the Class I Hazardous Waste Disposal Unit. Staff has
sent a letter to DTSC to obtain a clarification. Once a response is received, staff
may be in a better position to advise the Commission and the City Council on the
implications of this new approach.
2. A recently received letter from the US Environmental Protection Agency clarified the
results of an analysis of water samples at a spring near Amber_Valley Drive and
Amar Road in Walnut. Staff had previously reported one sample detected CIS-1-2-
dichloroethylene at a concentration of .2 micrograms per liter. The correct technical
name is cis-1-2-dichloroethylene. A recently received letter from BKK states this
analysis result may be from debris found at the surface of the spring area. Walnut
has been contacted by BKK to conduct more tests. This may include a sample(s)
from below the surface of the spring.
3. Staff previously reported that the City's Environmental Legal Counsel sent a Public
Records Act request to the Office of Environmental Health Hazard Assessment
(OEHHA). This request pertained to the reported destruction of records associated
with the BKK Landfill risk assessment from vinyl chloride emissions. An identical
request has been sent to four other agencies. These were: California Department of
Toxic Substances Control; California Air Resources Board; South Coast Air Quality
Management District; and the US Environmental Protection Agency.
Recommendation
It is recommended that the City Council receive and file this report.

GRADING PLAN
Installation of final cover of the Class iH disposal unit continues. The dirt from the ridges'
along Azusa Avenue is being used per City approval. The Northwest knoll (SE of Fairgrove
Avenue) may be only used for proposed igolf course, if approved by City.
A schedule is being developed for on -site inspection of landfill cover installation.

LANDSCAPING OF CLASS III LANDFILL
BKK has provided a schedule to complete installation of landscaping by end of 1998.
The use of the effluent water from the Leachate Treatment Plant (LTP) for irrigation is allowed
for six months..if.it is certified there will be no impact on landscaping. The concern is the impact
of LTP reclaimed hydroseed, landscaping. The
water on establishment and maturity stages of the
water used long term must conform to potable water standards or established quality for
reclaimed water produced by Los Angeles County Sanitation Districts.
Containerized trees and shrubs, as proposed for the West slopes, will be on all visible slopes.

LANDSCAPING OF THE CLASS iI LANDFILL
The cover soil on Class I site has high salt and boron content. This may be the result of using
LTP effluent; the monolithic clay cover instead of a vegetative soil layer; and original
landscaping material that was not salt tolerant.
BKK submitted on June 17, 1996, a conceptual plan to use plants in test plots that are salt
tolerant. City reviewed and comments were sent to BKK. BKK is reviewing the comments.
BKK is obligated to spend $750,000 through litigation settlement agreement. The City is
working with CDM to determine what it would cost to install landscaping on the Class I site that
is similar to the Class III landscaping.

LANDSCAPING TO SCREEN CLASS I DISPOSAL UNIT

BKK revised the plan to place trees to screen homes south and southeast of Class I disposal unit.
City conditionally approved revised plan iNovember 8, 1996. Work is to commence in 60 days
(January 7, 1997) pursuant to Settlement;Agreement.
5.
DUST CONTROL
The LEA approved Closure Plan includes a condition for a landscaped berm for the Azusa
Avenue frontage to screen the future graded area from view from Azusa Avenue and from the
homes to the highest degree possible. The agreed to landscaping concept is a combination of
trees, Oleander and ground cover will be,used in 10-12 foot wide strip on east side of Azusa
Avenue. The graded pad behind the landscaped berm will have dry seasonal grasses to control
dust.

CLASS III PARTIAL CLOSURE AND POSTCLOSURE PLAN
The Local Enforcement Agency unconditionally approved December 11, 1996., The Final
Closure and Postclosure Plans for the complete landfill site are due from BKK 60 days from the
LEA's unconditional approval (February!10, 1997).

BKK.has presented an "Illustrative" plan indicating a golf course and commercial development.
This will be incorporated into the Final Closure Plan. City will be the lead agency for CEQA
review. 4

CLASS I POSTCLOSURE PLAN
