SUMMARY: On June 15 the City Council received the Zero Tolerance
Report of the Anti -graffiti Task Force. This is a Staff
report on the implementation of this Report and the
schedule for reporting back to the City Council on the
possible implementation of the Task Force's
recommendations.
Earlier this year the City Council selected and charged an Anti -
graffiti Task Force to review and report to the City Council on the
possible actions the City could take to combat the graffiti problem
in the community. Over 20 citizens worked for three months to
produce the Zero Tolerance Report that contained recommendations to
the City Council as requested. The City. Council received the
report on June 15 and referred it to Staff for review and reports
on implementation. This report provides a schedule for the
completion of these reports to the City Council.
The City Staff has met to assign Task Force's recommendations to
the appropriate staff for review for implementation reports to the
City. Council. Staffs involvement included the City_ Manager's
Office, Code Enforcement, Engineering, Environmental Services,
Finance, Maintenance, Police/OES, and Risk Management.. We had
further assistance by the Chamber of Commerce staff. The staff has
examined the recommendations, outlined the possible implementation
issues and established a schedule for the completion of the review.
To complete the review of some of the recommendations and the
implementation issues will take some time. Each recommendation has
implementation issues that vary in complexity and number. - For
example, the "Community Paint -Out" on walls in the City using four
basic colors has operational and cost considerations. This
includes what walls will be treated, how.much paint will be needed
and what funding may be ,available. Operational issues like -who
will coordinate the effort and how will the community be involved
need to be addressed.
The schedule for providing reports to the City Council is as
follows:
1. Adopt the Ordinance from the City of
October, 1993
Diamond Bar with three specified
amendments.
2. Petition the State Legislature to
October., i993
release cities from any liability
regarding workers' compensation
insurance as it pertains to persons
sentenced to community service by
imposing a penalty upon the convicted
individual or responsible party to cover
the cost of the insurance coverage.
3. Adopt four(4) basic colors to be used
February, 1994,
when painting over graffiti and.have
the City provide the paint.
4. The City seek an amendment to State law
October, 1993
for the City-wide Lighting and Maintenance -
District to allow the prevention and
removal of graffiti on public and private
property on a city if the procedures for
the operation of the district are followed.
The City should seek the support of other
cities and counties.
5. Enact local legislation that will allow October,1993
the City to seek the imposition of
appropriate civil penalties on the graffiti
vandal and/or the vandal's parents.
6. Establish a specific revenue account to September, 1993
permit the receipt of donations or fines
and the account system to allow the
tracking of that donation to the graffiti
program..
7. Work with the Police Department, Emergency September, 1993
Services/Amateur Radio Group, Neighborhood.
Watch Program, and the graffiti removal
operations coordinate efforts to place high
incident areas under surveillance for
reporting of activities to local law
'enforcement.
8. Work through Neighborhood Watch Groups to September, 19.93
to disseminate information regarding anti -
graffiti procedures and to enlist the aid
of the townspeople.
9. Have a weekend "Community Paint-Out".at February, 1994
which time the four basic paint colors "to
be adopted by the City" would be utilized
and all walls would be fresh and clean at .
the same time to start the four color
program.for future graffiti removal.
10. Recommend that all businesses be required September, 1993
to paint out graffiti daily before opening
their doors.
11. Develop an "Anti- Graffiti Fund" via September, 1993
donations from the community.
12. Have a "Gold Paint Brush Award" program October, 1993
to recognize individuals and businesses
who provide graffiti removal services to
the community through their participation
in community paintouts and/or donations .
13. Appoint an "Inter- and Intra-City Liaison" October, 1993
to work with neighboring cities: In
promoting the use of the same "four color
plan" and in sharing graffiti removal at
adjoining boundaries.
14. Media: implement a print and cable media October, 1993
information program and city mailer and
information program.
15. Educate the community through monthly October, 1993
meetings held at the Cameron Youth Center.
Meetings would be hosted by the police,
City, Boys Club and others.
16. Work through all organizations in West. October, 1993
Covina by sending them all.anti-graffiti
literature to be distributed to all their.
members.
17. Educate the Media that we need positive October, 1993
help and stop glorifying the taggers.

18. Set up programs in the schools to educate November, 1993
that "It isn't cool to do Graffiti" and
merge with the proposals that the Vine
Elementary School students have put
together.
19. In the areas adjoining West Covina work October, 1993
with the county to adopt our new
proposals and work out a "mutual aid"
agreement.
20 Use Anti -Graffiti paint - 25 $ each time September, 1993
graffiti is painted out.
21. Set up a fine program so that the monies September, 1993
collected from property owners for failure
to clean graffiti and from caught and
convicted vandals to pay into the Graffiti
Removal Program, Law Enforcement, Citizens'
patrol equipment needs along with
administration.
22. City to purchase and set up a truck and September", 1993
trailer rig for steam cleaning purposes.
All of the above recommendations have operational and financing
issues that need to be resolved. Staff understands the importance
of moving forward quickly. The above schedule attempts to return
to the City Council for action as soon as possible with available
resources.

It is recommended the City Council receive and file this report.
