Samaniego, Director Environmental Management Department SUBJECT: MAY 17, 2008 LOS ANGELES COUNTY HOUSEHOLD HAZARDOUS WASTE AND ELECTRONIC WASTE ROUND -UP IN WEST COVINA RECOMMENDATION: It is recommended that the City Council authorize staff to host the Los Angeles County Household Hazardous and Electronic Waste Round -Up on May 17, 2008, here in West Covina. DISCUSSION: Staff has been contacted by Los Angeles County and asked to host the twelfth annual HHW Round -Up event in West Covina. The proposed Round -Up is planned for Saturday, May 17, 2008, at the City Maintenance Yard, from 9:00 a.m. to 3:00 p.m. The Round -Up being proposed is not only. for West Covina residents but includes, all Los Angeles County residents. Round -Ups are at no cost to our citizens and help remove household hazardous waste and electronic waste from our community and ensure their environmentally safe and responsible disposal. By hosting the Round -Up here in West .Covina, the City and County will enter into a. Siting Liability Agreement. As part of the agreement, the County will meet all regulatory laws regarding Round -Ups, indemnify the City against all liabilities, and provide the City with a certificate of self-insurance, with the City named as additional insured. The City agrees to permit the County to use the property located at 825 South Sunset Avenue, West Covina, to conduct the Round -Up. The Siting Liability Agreement has been reviewed and approved by the City Attorney. Upon the City Council's approval the Environmental Management Director will submit the Liability Agreement to Los Angeles County to host a Round -Up here at the City Maintenance Yard on Saturday, May 17, 2008. FISCAL IMPACT: No General Fund impact. The operation 'and disposal costs for the Round -Up are borne by Los Angeles County. The estimated cost savings to the City for the disposal of hazardous waste accumulated each year is $2,200, which is absorbed by the Round -Up. Prepared by: Prepared by• lay J.
