INTRODUCTION OF NEW COMMISSIONER:
Samaniego introduced newly appointed Commissioner Khan A. Kayum. He stated that he met
Commissioner Khan while promoting the City's Used Oil Recycling Program and that Mr. Khan
is very familiar with environmental laws and regulations and would be an asset to the
Commission.
Commissioner Khan introduced himself and said that he and his wife and 3 children reside in
West Covina and that he owns a Union 76 station in the City. He said that he has been in the oil
industry since 1982 and he is a member of the Lions Club, currently serving as president. He
said he also holds a degree in Political Science and said he is happy to assist the Commission
and the community in any way he can.
I. STATUS REPORT ON BKK CLOSURE PLANS AND OTHER MATTERS

A. Staff Reports
Samaniego gave a brief report on the BKK Closure Plans Status Report
stating that grading for the new development projects will begin in -March or
April of 2004.
Samaniego also reported that BKK has sent a letter notifying the City that a
sinkhole has developed on the landfill in the south lower slopes near the
administrative offices.

B. Public Comment
Royall Brown, resident, inquired about obtaining a copy of the Consent Order
between the City and BKK mentioned in the Public Notice regarding the $2.5
million dollars in insurance premiums of BKK's insurance policy that covers
cleanup of the Class III Landfill that the City will pay. Brown was concerned
that the document was not in the West Covina Library Repository for public
review. Samaniego responded that he would coordinate with DTSC to have a
copy placed at the Library.
C. Commission Comment
Commissioners had questions regarding the location of the sink hole and the
storm drain, whether BKK violated any requirements, whether the agencies
were monitoring the quality and the pathway of the water, and questions
about the $2.5 million dollars in insurance premiums that the City is paying
on BKK's insurance policy for cleanup of the Landfill.
Samaniego responded to the Commissioners' and Brown's questions.
RECOMMENDATION:
Motion by Commissioner Khan, second by Commissioner Taylor, to receive and file
these reports. Approved 4 —0.
II. PUBLIC INPUT ON AGENDA ITEMS
J. D. Oroye, resident, expressed his appreciation for the work of the Commission in
support of the community and expressed an interest in assisting the Commission in the
future.
III. MINUTES OF THE REGULAR MEETING OF DECEMBER 18 2003
The Minutes of the regular meeting of the Waste Management and Environmental
Quality Commission on December 18, 2003 were approved as presented.
