Samaniego Environmental Management Director SUBJECT: MAY 10, 2003 LOS ANGELES COUNTY HOUSEHOLD HAZARDOUS WASTE/ELECTRONIC WASTE COLLECTION DAY ("ROUNDUP") IN WEST COVINA l -X911) UV-U ►11n1 41110 Staff recommends that the City Council authorize the .Environmental Management Director to sign the County Household Hazardous Waste Collection Program Siting Liability Agreement with Los Angeles County. DISCUSSION: Environmental Management staff has been working with Los. Angeles County on the possibility of hosting the Seventh Annual Roundup event here in West Covina. The proposed Roundup is planned for Saturday, May 10, 2003 at the City Maintenance Yard operating from 9:00 a.m. to 3:00 p.m. The Roundup being proposed here in the City is not only for West Covina residents but also L. A. County Residents outside our City limits. Roundups are at no cost to our citizens and help remove household hazardous waste and electronic waste from our community in an environmentally safe manner. The City and County will enter into a Siting Liability Agreement. As part of the agreement, the County will meet all regulatory laws regarding Roundups, indemnify the City against all liabilities, and provide the City with a certificate of self-insurance with the City named as additional insured. The City agrees to permit the County to use the property located at 825 South Sunset Avenue, West Covina, to conduct the Roundup. The Siting Liability Agreement will be reviewed and approved by the City Attorney. Upon the City Council's approval and City Attorney, the Environmental Management director will sign the Liability Agreement to host a Roundup here at the City Maintenance Yard on Saturday, May 10, 2003. FISCAL IMPACT: No fiscal impact is expected other than minimal staff time from Maintenance staff to prepare the Maintenance Yard and open the gates early in the morning.
