ELECTION OF THE CHAIR AND VICE -CHAIR OF THE WASTE MANAGEMENT AND ENVIRONMENTAL QUALITY COMMISSION FOR THE YEAR 2003 U I Vice Chair Hedlund made a motion to hold over the Election of Chair and Vice -Chair for the next meeting of the Commission, second by Commissioner Chan, approved by 3 — 0. I H. STATUS REPORT ON BKK CLOSURE PLANS AND OTHER MATTERS u A. Staff Reports 1. BKK Landfill Closure Plans Status Report dated January 16, 2003. U Steve Samaniego summarized the eight sections of the Status Report for',the Commissioners. 2. BKK Monthly Progress Report submitted to U.S.E.P.A. for November 2002 and December 2002. 3. Letter from BKK dated November 19, 2002 re: Alternative Landfill Cap in Sliver Area of Class III Landfill at BKK Landfill Site. Samaniego reported that the information in this letter had been reviewed extensively at the October 17, 2002 Commission meeting. 4. Big League Dreams Proposed Development Update — Oral Samaniego again reported that the project was being delayed due to the issue of the Gnat Catcher bird, an endangered species which was found to have a'I habitat at the Landfill site. Samaniego stated that the City is also continuing their legal review of the proposal. ij B. Public Comment None. Summary of Actions - WIAQC January 16, 2003 Page 2 C. ' Commission Comment The Commissioners briefly discussed the Gnat Catcher issue and inquired about BKK Landfill's request for an Alternative Landfill Cap in the Sliver Area of the Class III Landfill at BKK Landfill Site. Samaniego responded to their questions and indicated the location of the Gnat Catcher's habitat. In addition, he repeated some of the facts involving BKK's request for a variance in the Sliver Area of the Class III Landfill. RECOMMENDATION: Motion by Commissioner Chan, second by Vice Chair Hedlund, to recommend to the City Council that BKK be required to take positive action in the Sliver Area 8.8 acres for which they request a variance; that they leave the clay cap as is, but that they need to improve the area to make it suitable for growing trees or flowerbeds by providing a vegetative soil cap so that the area is not bare or covered with weeds as it is currently, which is not. acceptable. Commissioner Chan added that BKK be required to submit a proposed plan for the Waste Management and Environmental Quality Commission to review and for the City's review and approval. Approved by 3 — 0. III. PUBLIC INPUT ON AGENDA ITEMS Commissioner Chan commented on the Eastland Shopping Center's Park & Ride. He stated that he and his family have been transit users for the last 15 years and felt the contribution of those who use public transportation to reduce. congestion and pollution is a worthwhile activity that benefits and improves the environment for the benefit of all. He mentioned that the Park & Ride at Eastland Shopping Center was a very convenient location and provided many transit users a pleasant way to commute. He said the Foothill bus was always packed with happy travelers and added that he noticed an improvement in the freeways which were less congested. Commissioner Chan stated that when Eastland decided to remove the Park & Ride to free -up parking spaces for shoppers, he felt they disregarded the fact that many of those who rode the bus also shop at Eastland. The commuters usually start arriving at the Park & Ride around 5 am and return starting at 2 pm, which makes parking spaces available for shoppers at convenient hours. So there is no conflict between the riders and the shoppers. The Park & Ride at Eastland Shopping Center was moved to the Civic Center's parking lot, which is not convenient for those who have a hardship climbing stairs. In addition, the vehicles do not damage the lot. He felt that Eastland should accommodate the riders because they also bring good business to the Shopping Center and he suggested that the City should work with Foothill Transit and Eastland Shopping Center to make parking spaces available for commuters. Vice -Chair Hedlund recommended that the parking lot be painted white to light it up because it was too dark at night. IV. MINUTES OF THE REGULAR MEETING OF NOVEMBER 21 2003 The Minutes of the Waste Management and Environmental Quality Commission's Regular Meeting of November 16, 2002 were approved as presented. . V. CITY COUNCIL ACTIONS OF DECEMBER 3, 2002 AND JANUARY 7 2003 Summary of Actions of the Waste Management and Environmental Quality Commission Meeting on November 21, 2002. Athens Services Trash Collection Multi -Family Rates Information 2 Summary of Actions - *QC January 16, 2003 j Page 3 �I Commissioner Chan inquired if there were any word of increases to the Multi-F{amily Rates. Steve Samaniego stated that there was no information on that as yet. RECOMMENDATION: Motion by Commissioner Alturas, second by Commissioner Chan, to receive and file these reports. Approved by 3 — 0. I'I VI. INTEGRATED WASTE MANAGEMENT ACTIVITIES 1. Athens Services Contract Review A. Staff Report, Steve Samaniego stated that this was being brought to the Commission as a reminder that the Athens Services Contract annual renewal will be on May 16, 2003, and that this is an advance opportunity for the Commissionl to discuss, if they wished. Samaniego stated that the contract is a 12-year term which includes a termination requirement of giving Athens a 60-d'ay notice to terminate the contract. B. Public Comment None. C. Commission Comment Commissioner Chan commented that the 12-year term on this 1,contract was extremely long for a business and that it did not allow for competitive bidding, which is the best way of reducing costs. jj i Vice -Chair Hedlund commented that he personally preferred separate bins for recycling at curbside instead of commingling and paying higher rates to have Athens separate the items. i li Commissioner Chan added that Athens claimed that it would be more expensive to have three full-size containers to separate recyclable items. He stated, however, that if you have recycling bins, there would be no need for a large black container since the trash would be reduced by separating the recyclables and a small black container would be less costly. He also commented that the City of West Covina barely met the 50% Waste Diversion reduction and questioned whether the City would be able to meet the requirement in the future. j Steve Samaniego stated that currently, the figures for West II Covina are reflecting a 58% waste reduction, so the percentage has gone up from the previous figures. Commissioner Chan stated that this was an action taken by City Council and that these fact show that they may want to take another look at this contract and make it available for competitive bid awarding in the near future. Vice -Chair Bert Hedlund volunteered to be the Commission Liaison to the Steering Committee for the Household Hazardous Waste Roundup. Albert Baldo was appointed Administrative Aide, which was vacated by Lana Burgess RECOMMENDATION: These reports were informational only. No action was taken. VII. AIR QUALITY UPDATE • 2001 Air Quality Status Report -South Coast Air Quality Management District (Handout) RECOMMENDATION: This report is information only. No action is required. VIII. PUBLIC COMMUNICATION Commission Chan commented on the State Budget and how it would affect West Covina. Steve Samaniego explained that the Vehicle License Fees issue would affect the City. IX.
