I. STATUS REPORT ON BKK CLOSURE PLANS AND OTHER MATTERS
1. BKK Landfill Closure Plans Status Report dated January 17, 2002.
2. Big League Dreams Proposed Sports Facility Development Adjacent to the BKK Landfill.
3. BKK Monthly Progress Report submitted to U.S.E.P.A. for December 2001.
A. Staff Reports
Mr. Samaniego gave the reports.
B. Public Comment
Royall Brown, resident, commented that the area in the southwest end near the existing
entrance should not be considered for recreational type uses, under EPA guidelines.
Chris Hansen, of BKK, responded and explained that the contamination levels were so low
in this area, only a small wedge of the land was involved, that extraction wells were not
required. He also mentioned that the recreational use was classified as a less intense use
and therefore, more appropriate than an industrial business park.
Mr. Brown returned for a rebuttal and commented on BKK's practices of funding and
conducting studies. He did agree that the northwest corner of the site does not show
contamination in the testing that was done.
Mr. Hansen responded again and countered that BKK has spent tens of millions on studies
and research. Mr. Hansen also countered that the Big League Dreams project would not be
sitting on a landfill. It was to be constructed on `virgin land' that had never been used as a
landfill.
C. Commission Continent
Commissioners inquired and commented on the Big League Dreams project and BKK's
efforts to contain the migration of contamination and maintenance at the Landfill.
Commissioner Chan encouraged BKK to do their part to assist in ensuring that problems
are handled properly and that they make the best use of technology for the implementation
of the CMIP Remedy when it is approved in March 2002 and when any proposal for the

Landfill is made, such as the Big League Dreams project. He reminded them of a system
they had included in a proposal for the industrial development and mentioned that this
shows that the contamination may migrate to areas beyond the landfill.
Mr. Hansen responded that these measures were already a part of the plan they submitted
to EPA. He also gave details of possible reasons that contamination is showing in
surrounding areas, but repeated that measures to contain this are incorporated in the
monitoring plan.
Commissioners also inquired about the Golf Course, the areas that are a part of the
proposed development, what BKK has done so far to prepare for the CMIP, the areas of
responsibility assigned to the City's staff and departments for the Big League Dreams
project and, they expressed their hopes that BKK will act responsibly and asked that staff
continue to follow the progress of the proposed development.
RECOMMENDATION:
Motion by Commissioner Chan, second by Commissioner Alturas, to receive and file these
reports. Approved by a vote of 4 — 0.
H. PUBLIC INPUT ON AGENDA ITEMS
None.
III. WASTE MANAGEMENT AND ENVIRONMENTAL QUALITY COMMISSION DUTIES
AND RESPONSIBILITIES
SUMMARY:
At the December 20, 2001 Waste Management and Environmental Quality Commission meeting,
it was requested that there be a clarification of the duties and responsibilities of the WMEQ
Commission. This is a review of the duties.
1. Staff Report
Mr. Samaniego provided the ordinance for discussion.
2. Public Comment
None.
3. Commission Comment
Commissioner Chan commented that he did not find any language in the ordinance
indicating that they are restricted from discussing anything they feel is important.
Mr. Samaniego stated that they could discuss anything they wished except to take any
action on an item, unless so requested by the Council.
RECOMMENDATION
Motion by Commissioner Chan, second by Commissioner Alturas, to file and receive the
report. Approved 4 — 0.

IV. MINUTES OF THE JOINT WASTE MANAGEMENT AND ENVIRONMENTAL QUALITY
COMMISSION/PLANNING COMMISSION SPECIAL MEETING OF DECEMBER 20, 2001
The minutes for the regular meeting of December 20, 2001will be presented at the February 21,
2002 meeting.
V. CITY COUNCIL ACTIONS OF JANUARY 8, 2002
• Summary of Actions — Waste Management and Environmental Quality Commission
Meeting on December 20, 2001.
• Award of Environmental Consultant Contract Services for the Big League Dreams
Proposed Development Adjacent to the BKK Landfill.
RECOMMENDATION:
Motion by Commissioner Massarotto, second by Commisisoner Chan, to receive and file these
reports. Approved by a vote of 4-0.
VI. INTEGRATED WASTE MANAGEMENT ACTIVITIES
1. Clean -Up Saturdays Steering Committee Representative.
A. Staff Report
Mr. Samaniego gave the report and asked the Commissioners for a volunteer to act
as Steering Committee representative and oversee the program.
B. Public Comment
None.
C. Commission Comment
Vice Chair Hedlund volunteered to participate in the Clean Up Saturdays Steering
Committee.
2. Household Hazardous Waste Roundup, Saturday, February 9, 2002 from 9:00 a.m. — 3:00
p.m. at the Gateway Corporate Center, 1300 Block of Bridge Gate Drive, Diamond Bar,
CA.
Mr. Samaniego gave details of the event.
3. Earth Day Activities April 22, 2002
Commissioner Massarotto volunteered to participate in the program.
RECOMMENDATION:
These reports were informational only. No action was taken.
VII. AIR QUALITY UPDATE
1. South Coast Air Quality Management District Proposed Rule 1133 Requirements on
Composting Facilities.

Commissioners discussed this issue and commented that the requirements of Rule 1133 appeared
very unreasonable.
RECOMMENDATION:
This report is informational only. No action is necessary.
VIII. PUBLIC COMMUNICATION
Royall Brown, resident, addressed the Commission regarding a town house development proposal
for the area north of BKK's 100-acre parcel. He stated that he attended the Planning Commission
meeting where the developer of this project was looking for latitude on the requirements for
monitoring gas and water on the site during construction and grading and heard that the Planning
Commission wished to consult with Environmental Management staff and the WMEQ
Commissioners for their input.
Mr. Samaniego responded that he would contact the Planning Department staff about the issue and
would inform the commissioners.
IX. ADJOURNMENT
Motion by Commissioner Alturas, seconded by Commissioner Chan, to adjourn the meeting at
10:10 p.m. Motion carried 4-0.
