SUBJECT: L.A. County Household Hazardous Waste Collection Day
("Roundup") in West Covina
SUMMARY: Environmental Management staff has been working with Los
Angeles. County. on the' possibility of hosting the • fourth Roundup
event here in the City of West Covina in conjunction with our Clean
Up Saturdays. The proposed Roundup is being planned for
Saturday, May 27, 2000 at the City Maintenance Yard if approved by
Council.
BACKGROUND:
Household Hazardous Waste Collection Days are programs conducted by the Los Angeles
County Department of Public Works and the Sanitation Districts of Los Angeles County in
cooperation with various cities since 1988. The County contracts with a licensed and
trained contractor to safely set up and manage the Roundups. Cities that host Roundups are
required to enter into a siting liability agreement with the County and provide.a. location in
the City where the county can set. up the program for the public to: take their household
hazardous waste.
Programs such as this to remove and divert household hazardous waste from the landfills is
part of our AB' 939 Source Recovery and Recycling Element program to help achieve our
50% waste diversion goal. The City's first Roundup was held at the Hughes property on
San Bernardino Road in 1992. The last two have been held in May 1998 and 1999, during
our Clean Up Saturdays Program. All Roundups have been very, successful with. no
problems.
DISCUSSION:
Environmental Management staff has been working with Los Angeles County on the
possibility of hosting . the fourth Roundup event here in West Covina. The proposed
Roundup is planned for Saturday, May 27, 2000 at the. City Maintenance Yard operating
from 9:00 a.m. to 3:00 p.m. All waste will be removed off -site by 6:00 p.m:
The Roundup being proposed here in the city, is not only for West Covina residents.
Citizens outside our city limits may also deliver their household hazardous waste to the City
Maintenance Yard Roundup. Roundups are at no cost to our citizens and .helps -remove
household hazardous waste from our community in a safe manner. The City yard location is
selected for its easy ingress and egress capabilities to handle long lines of traffic. Staff has
been coordinating with our Police, Fire and Public Services departments for the traffic and
public safety component of the Roundup.
L.A. County has contracted with Environmental Services Company (ENSCO) .for the West
Covina Roundup, whom is very experience in Roundups. . We : are not anticipating any
traffic problems or incidents. L.A. County has been doing these Roundups for about eleven
years now. They are very experienced and have it down to a science. Our last year's event
was very successful and operated without any problems: The City Maintenance Yard is
large enough to facilitate most public vehicles, if not all, within'the Yard property and keep
them off the public street.
The City and County will enter into a siting liability agreement. As part of the agreement
the County will meet all regulatory laws regarding Roundups, indemnify the City against all
liabilities and provide the City with a certificate of self insurance with the City named as .
additional insured. The City agrees 'to permit the County to use the property, located at 825
Sunset Avenue, West Covina to conduct the Roundup.
Staff. and our City Attorney has worked with L.A..County on the .Siting Liability
Agreement. Upon Council's approval the Environmental Management_ director will sign the
agreements; to host a Roundup here at the City Maintenance Yard on Saturday, May 27,
2000.
The Roundup will be. overseen and coordinated b'-L.A. County:- The Environmental
Management Department will also participate with, the program oversight and coordinate
with Police, Fire' and Public Services departments, should their services be needed.
Environmental Management's plan is to coordinate all future Roundups during our,Clean
Up Saturdays Program, which is: the period when most of our citizens may come across
some household hazardous waste they want to get 'rid of
FISCAL IMPACT:
No fiscal impact is expected other than minimal staff time from Maintenance to prepare the
Maintenance `Yard and open the gates early in the morning. . The program is funded by
tipping fees collected by Los Angeles County at -all landfills in L.A. County.
RECOMMENDATION:
Staff recommends that the City Council authorize Environmental Management .Director to
sign the County Household Hazardous Waste Collection. Program Siting Liability
Agreement.with L.A. County.
