B-6i DATE January 19, 1999 ® PRINTED ON RECYCLED PAPER SUMMARY: The department has been using the services of a clerical -on -call limited service employee during the absence of the secretary, who has notified the City that she will be on medical leave until at least July 1, 1999. , Staff is requesting approval to transfer funds from other accounts in order to cover the salary of this limited service employee and to eliminate an already over expended labor account. DISCUSSION The department secretary has been out on medical leave since April 1998, and we have received a doctor's statement indicating that she will not return to work until .at least July 1999. In the meantime, we have been using the services of a clerical -on -call employee and have been informed by the Finance Department that we have a budget overrun in our limited service account. The secretary is a long-time employee who has accumulated substantial sick leave, so her salary is ongoing, but we also must meet the expense of the replacement. FISCAL IMPACTS Transfers totaling approximately $14,800 are required to cover this unbudgeted expense. As of November 30, 1998, account number 129-23,12-5112 is over expended by $3,756. We are. requesting transfer of funds to eliminate the overage and add additional monies to cover the balance of the fiscal year. The secretary position is actually funded through four accounts, only one of which is a general fund account in the amount of 10%. The balance comes from revenues of various programs. ALTERNATIVES There are no viable alternatives. Clerical support is imperative for the department. RECOMMENDATION Staff recommends that the City Council authorize: The transfer of funds totaling $14,800 from the following accounts and appropriate them to the accounts which correspond to the labor distribution of the,department secretary: ■ $ 4,150 from Account #145-2315-6120 ■ $10,650 from Account #129-2312-6120 Labor distribution: ■ Account #110-320-2311 10% ■ Account # 119-320-2319 10 % ■ Account # 120-320-2315 20 % ■ Account # 129-320-2312 60 % Existing over expenditure: ■ Transfer $3756 to Account #129-2312-5112 to cover overage Submitted by: Diann Nelson Paul Administrative Analyst II Approved by: Steven L.
