SERVICES FOR THE BIG LEAGUE DREAMS PROPOSED
DEVELOPMENT ADJACENT TO THE BKK LANDFILL
SUMMARY: Recommendation that the City Council approve a contract to Camp, Dresser &
McKee, Inc. for environmental consulting services for the proposed Big League
Dreams Development.
BACKGROUND:
The City of West Covina contracted with Camp, Dresser, and McKee, Inc. (CDM) for consulting
services to examine the health risk of exposure to potential users of the proposed sports park
facility adjacent to the BKK Landfill. The cost of that contract was $22,860, which included the
following scope of work:
• Review of Existing Health Risk Assessment Studies
Review of Current Environmental Data concerning Closed Landfill Operations with
' respect to Air Quality, Landfill Gas, and Groundwater Quality
�. Attendance at the December 12, 2001 meeting with the City and U.S.E.P.A. to present
their technical findings
• Preparation of a technical document regarding the potential health risks for the proposed
project
• Preparation of an Executive Summary to the technical document
CDM's .role was successful in providing the City with the technical scientific support
justification to the United States Environmental Protection Agency (U.S.E.P.A.) for their
consideration in lifting the parks and playground land use restrictions which would allow the
proposed sports park facility use.
DISCUSSION:
The City of West Covina is now challenged under a short, but critical, time frame to approve a
Landfill" Gas Monitoring Plan for the proposed Sports Park Facility required by U.S.E.P.A.
CDM's environmental consulting services are needed immediately to assist the City in
evaluating and approving the Gas Monitoring Plan. The contract will also include an "as -
needed basis" clause for any additional services needed on the proposed project.
The contract is for a total of $30,000 with a "not to exceed" cost on as -needed basis. The City
will be billed on a time and material basis not to exceed $30,000. Attached is a copy of CDM's
proposed agreement. Because of the short time frame and immediate need of services, there was
no time for staff to process formal requests for proposals. Staff s selection of CDM is based on
their familiarity and past experience with the BKK Landfill, especially with services during the
Landfill's closure litigation.

FISCAL IMPACT:
A maximum of $30,000 is required to be appropriated from either the General Fund or the BKK
Community Enhancement Fund. Should the City Council choose to do so, it may appropriate
$30,000, from the Community Enhancement Fund balance and transfer to Account #114-320-
2314-6120, the BKK Landfill Closure/Post Closure Engineering Services Account.
RECOMMENDATION:
It is recommended that the City Council waive the formal bid procedure and ' authorize. the
Environmental Management Director to execute a contract for Environmental Consulting
Services with Camp Dresser & McKee, Inc. in a "not to exceed" amount of $30,000 to be
appropriated from the Community Enhancement Fund balance and transferred to Account #114-
320-2314-6120.

Deliverable: CDM will prepare a tecluiical memorandum documenting the findings from the
Task 1 evaluation of USEPA's proposed :monitoring Plan. The memo will identify the
evaluation performed and document recommended modifi�atiors to the Plait. It will
incorporate information obtained from the meeting with the'City and BKK representatives.

TASK 2 Cost Estimates for Monitoring and ttemediation Activities
CDM will develop, and/or review,, cost estimates to conduct environmental monitoring
related. to the Parcel 1 development adjacent to the BICK Landfill. Costs will include both
labor and analytical costs associated with soil gas, soil, and ambient air monitoring. This- task
willbe initiated at the direction of the City.
TASK 3 - As -Needed Environmental Consulting Services
CDC! will perform additional activities on the BLD development as directed by the City. ,
These.services could include participation in meetings, rev: and comment on technical
reports prepared by the USED A or the BkT Corporation, or preparation of independent
technical evaluations by COM. No work will be initiated until directed by the City. Prior to
