SUMMARY: In order to obtain an independent engineering
study quantifiably analyzing the hydrology of
the BKK landfill and evaluating the adequacy
of the existing onsite drainage facilities, the
services of a consulting civil engineer are
needed.
BACKGROUND
During the rain storm on Sunday, December 29, 1991, a large amount of.water ran across
the westerly, area of the BKK Landfill and onto the commercial property near Carl's Jr., and
flooded the Alpha Beta parking area, and also deposited a large amount of mud. This
mixture of mud and water ran into Amar Road and plugged the two catch basins north of Pep
Boys causing the water to flow over the curb and onto the parking lot at the southeast corner
of Amar and Azusa. It then caused a block wall to tip over allowing the water to enter the
Brook Hollow Apartment's area and enter some of the apartments. This water and mud
continued south into another apartment complex and there it entered a County storm drain.
ANALYSIS
In order to attempt to determine the reason for this overflow and to recommend any
corrections necessary, the engineering firm of Hunsaker and Associates, Inc. has been
retained to provide the city with an independent report.
The scope of work will include research, hydrology and hydraulics, will evaluate the
adequacy of the detention basins and the capacity of the discharge pipes from the detention
basin versus the inlet capacity of the 84" Los Angeles County storm drain pipe on the BKK
property.
The first order of work will be to evaluate the drainage area facilities using a clear flow
analysis (no debris or sediment). If the facilities are adequate then it will be necessary to
retain a soils engineer who is familiar with sedimentary flow.
The engineer can obtain a topographic map of the site from BKK. However, if field survey
work is necessary, an additional amount of up to $1,500 may be required.
A preliminary report may be available in two weeks, and the full report in approximately
four weeks.
FISCAL IMPACT
The engineer's proposal was for $8,960 plus $1,500 if any surveying work is necessary.
Staff has no estimate at present for a soils engineer if required. Funds are available in the
BKK account. Any funds expended for this study will be billed to BKK.
