ITEM NO. E-la
CABLECASTING OF COMMISSION MEETINGS DATE February 4, 1992
SUMMARY: This is a report from the Waste Management and
Environmental Quality Commission on cablecasting the
quarterly reports of the BKK Interagency Steering
Committee to the Waste Management and Environmental
Quality Commission.
In December, 1991, the Commission. requested the opportunity to
discuss the cablecasting of the quarterly meetings where the BKK
Interagency Steering Committee reports to the Commission. This
report presents the recommendation of the Waste Management and
Environmental Quality Commission to have the City Council authorize
the cablecasting of these quarterly reports.
HISTORY
In 1991, the City Council decided to allow cablecasting of
Commission meetings on a case -by -case basis when items of
exceptional interest were to be discussed. Some of the Waste
Management and Environmental Quality Commission meetings were
cablecasted to the residents by this method, i.e. the December
meeting when the State, reported the results. of the Health
Studies/Risk Assessment of the BKK-adjacent residential areas.
The BKK Landfill. Interagency Steering Committee has provided
quarterly reports to the Waste Management and Environmental Quality
Commission. The Commission has expressed a desire to cablecast
these quarterly meetings on a regular basis. In the opinion of the
Commission, these reports are of special importance to the citizens
and are very informative. This is also.a means of disseminating a
great deal of information to our residents in a very cost-efficient
way. This Commission's request to cablecast the quarterly meetings
is made pursuant to the Council policy established in 1991.
COST
The quarterly meetings generally take about three hours. The cost
to televise these meetings would:be less than $80.00 per meeting
including labor and materials. The meetings would not be.broadcast
live, but on a delayed basis due to programming schedules at WCCT-
56. The annual cost would be less than $250.00.
CONCLUSION
The Commission is of the opinion that the cablecasting of
Commission meetings where these quarterly reports are made is
consistent with the City Council policy; specifically, the policy
supports the cablecasting of Commission meetings when matters of
importance to the community are to be discussed. The most recent
examples were the cablecasting of the Planning Commission and Waste
Management and Environmental Quality Commission public hearings on
the Source Reduction and Recycling Element. The Commission
believes the reports of the BKK Landfill Interagency Steering
Committee are of importance to the community.
