CALL TO ORDER
Chair Mason called the meeting to order at 6:00 p.m.
PLEDGE OF ALLEGIANCE / MOMENT OF SILENT PRAYER
Commissioner Perryman led the Pledge of Allegiance and asked for a moment of silent prayer.
ROLL CALL
Commissioners Present: Mason, Ogden, Kaufman, Lewis, Lindquist,
Lopez, Perryman (left at 7:10), and Taylor. Bennett and Kemledy absent.
Staff Present: Freeland, Smilowitz, Reynosa and Shore
A. CORRESPONDENCE AND ORAL COMMUNICATIONS
None
B. MINUTES FOR APPROVAL
1) Approval of the minutes of the Regular Community and Senior Services
Commission Meeting held on Tuesday, September 10, 2013.
MOTION
Motion by Ogdeiz, seconded by Taylor to approve the Amended minutes of the
Regular Community and Senior Services Commission meeting held on Tuesday,
September 10, 2013. Motion carried by a vote of 8-0. Kennedy and Bennett absent.
C. PRESENTATIONS

D. ADMINISTRATION
1) NEW BUSINESS- Director Freeland
a) Volunteer of the Year
Director Freeland stated that in their packets the commissioners received an
application regarding the Volunteer of the Year. He requested that the
commissioners get out there and seek out candidates worthy and submit
volunteer applications. The honorees names will be submitted for the West
Covina Day at the Fair.
2) OLD BUSINESS — Director Freeland
a) Youth Council Update
Director Freeland stated that the Youth Council has grown from 10 members
to 50-60 members. Director Freeland went over a few activities that they have
been involved with. A few of the activities was a Teen Academy with the
FBI; A partnership with Action Food Pantry to put some food baskets together
for Thanksgiving for needy families.
b) Update on Scholarship
Director Freeland informed the commission that scholarship information has
been posted on City website.
c) Orangewood Park

Director Freeland stated that since our last meeting City Council has approved
the development of the Soccer Fields at Orangewood Park. The direction from
the City Council provided to staff is that all future Park Development monies
coming from developers who build new homes will go into this fund. Those
developers have to build park space or pay a fee to go into this fund. Director
Freeland answered various questions posed by commission.

3) SPORTS COUNCIL (Lewis, Lindquist, Taylor)
Supervisor Reynosa stated that the Sports Council Meeting regularly held on the
4th Tuesday of the month at 6:00 p.m. has been changed to Wednesday,
November 20th at 7:00 p.m.
F. COMMISSIONER REPROTS/COMMENTS
1) Individual Reports/Comments on Activities
Chair Mason stated that she attended the unveiling of the public artwork at the McIntyre
Plaza. She really enjoyed the event. Chair Mason and Commissioner Taylor attended the
Senior Center Halloween meal. They enjoyed the food, the company and the dance. She
also attended the Veteran's Day presentation and was very happy with the event except
hoping for a larger turnout next year. She attended the field of Valor last night. It felt eerie.
CommissionerPerryman stated he attended Field of Valor. He was involved with Hurst
Ranch Harvest Festival about 3 weeks ago. They had about 200 pumpkins in their field for
the kids but had to add another 500 hundred. He stated that about 800 people showed up
and toured and enjoyed the activities. Director Freeland and Commissioner Perryman met
with the Board of Directors of the Hurst Ranch. Director Freeland stated on behalf of the
City next year we will partner with them for this event.
Commissioner Kaufman stated that within the last 11 months since the tragedy at Sandy
Hook in Connecticut estimates of over 30,000 Americans have died from gun violence.
Commissioner Kaufinan is one of the founding members of San Gabriel Valley
Progressives. Since last February he has been working with City officials on a Buy Back
Gun Program in West Covina. Earlier today he spoke with Mike Lee, Assistant City
Manager who stated it will be on the City Council agenda next week for approval. Director
Freeland stated that a date has been selected and they will announce it at that meeting.

Commissioner Lopez stated she attended the West Covina Day at the Fair. She also
attended the Galster Haunt Scaregrounds. Commissioner Lopez thought it was great,
creepy, different, and loved that it was outside. Only problem was she and others thought it
began at 6:30 p.m. instead of 7:00 p.m. Commissioner Lopez asked if we have a tree
program for trees on the sidewalk side. Director Freeland explained what type of program
we do have.
Commissioner Taylor attended the Senior Center Halloween Luncheon with Chair Mason
and they had a great fun time. She also attended the unveiling of the artwork at the
McIntyre Plaza and it was very very nice. She asked about a program held at the Senior
Center and was wondering why they were not .notified. Director Freeland stated it was not
a City event. Commissioner Taylor also attended the Field of Valor event. It was a
beautiful event. The women's Club had a yard sale and raised a little over $1,200.00.
Commissioner Taylor armounced the Lights of Love; an annual event by the Historical
Museum will be on held December 9"'
Commissioner Lewis stated that this is his last meeting due to the fact that he ran and won
and is our new City Clerk. He will be donating his stipend to the Careship Program and
Veteran's Wall Fund for the first six months. He stated he attended the West Covina Day
at the Fair. He also had the opportunity to attend the Veterans Day event, which was very
moving. He feels we need to do a better job to reach out to the younger veterans. He feels
maybe we could have a Veteran's job fair to help and reach out as a Community.
Commissioner Lewis thanked everyone and that he will still stay involved in our
Community.
Commissioner Lindquist wanted to apologize for not attending the last meeting but she
never received any packets or e-mails but this time she did get her packets. She was
looking forward to attending many of the events and openings but due to her work schedule
it makes it difficult. She requested if anyone goes to any events if they would call or text
her she would love to try to attend with them.
Commissioner Ogden thanked Lisa Mayo from the Women's Club of West Covina,
T.O.P.S. with the Senior Center, the bookkeeper with the V.F.W. and who is very involved
within the Community. Commissioner Ogden attended our Halloween event at Galster
Park. He stated that the kids had a lot a fun. He also attended the Westfield Halloween
event. He thanked Director Freeland and any staff involved with the Veteran's Day event.
He would like to work with staff to arrange the Veteran's Day Senior Luncheon and the
Veteran's Day event at different times so that the veterans there can attend the event at City
Hall. Commissioner Ogden and Commissioner Taylor will meet to discuss and look into
the Dinner and Entertainment event.
G. ITEMS TO BE AGENDIZED
None
H. ANNOUNCEMENTS — Director Freeland
1) Congratulations to Commissioner Ogden who tomorrow morning will be recognized
by the Rotary Club by receiving `Governor's District Award' for his service through
the media to help promote our community. Commissioner Ogden congratulated
Director Freeland for the same award for his involvement in the community.
2) Youth Council will be singing Christmas carols on Monday, December 19"' at the
Senior Center Christmas luncheon.
3) We had the taping of the "Choir" television show last year. USA Network is staring
to promote it under the name It Takes a Choir. Director Freeland will try to find out
when our episode will be aired. Thank you to Supervisor Reynosa for his helping
putting it together with the seniors.
4) The City Council approved the Centenarian Program at the Senior Center. The City
Council would like to recognize our seniors who reach 100 years old. The
information is on our website.

5) A little over a year ago the City Council approved `Adopt a Park Program'.
Staff is trying to reach out to the community to get interested parties to participate.
We heard back today Rotary would like to adopt a park or more and the Interact Club
from Edgewood High School.

Motion by Taylor, seconded by Lindquist to adjourn the meeting at 7:15 p.m. Motion
carried by a vote of 7-0. Bennett and Kennedy absent. Perryman left early (7:10).
