SUBJECT: NATIONAL RECREATION AND PARK ASSOCIATION & MACY'S INC.,
PARK FUNDING PROGRAM
RECOMMENDATION:
It is recommended that the City Council approve the City's participation in the National Park and
Recreation Association & Macy's Inc. Park Funding Program as outlined in the staff report.
DISCUSSION:
The National Recreation and Park Association (NRPA) provides many services and benefits to park
and recreation agencies nationwide, including aligning opportunities for donations to support local
parks and recreation. This year, NRPA and Macy's are partnering to raise donations to support
parks at the 681 Macy's stores nationwide.
The NRPA and Macy's, Inc. have notified the City of West Covina that Walmerado Park has been
selected to receive donations to make improvements at the park. Walmerado Park was selected by
employees at the West Covina Macy's. The identity of the employee that submitted Walmerado
Park is unknown, but City staff believes they are a nearby resident or participant at the park.
From March 7, 2014, through March 31, 2014, customers will be able to make donations of $1 or
more when making a purchase at the West Covina Macy's store. In addition, Macy's will match the
first $250,000 raised, dollar -for -dollar. The fiends must be used to improve Walmerado Park, either
through new play equipment, programming of events, or other means of support for the activities at
the park.
City staff is proposing a promotional campaign to encourage businesses and residents to stop by the
local Macy's store and to make a donation to improve Walmerado Park. If the City Council
approves the proposed campaign, City staff will kick off the promotional campaign on Saturday,
February 8, 2014, during the West Covina Pony Baseball Opening Ceremonies at Walmerado Park.
The promotional campaign, will include flyers, press releases, Discover article, outreach to
community events, solicitation of donations from businesses, etc. to help raise funds for Walmerado
Park. Part of the campaign is to help residents identify a particular need at Walmerado Park. City
staff has identified that a new playground is needed at Walmerado Park. Cost is estimated to be
approximately $200,000. If $100,000 can be raised through donations, with a match of $100,000
frorn Macy's, the City could build a new playground at Walmerado Pails.
Attached is a rendering of the proposed new playground (Attachment No. 1). City staff is proposing
a baseball themed playground, since Walmerado Park is home to West Covina Pony Baseball. This
design was also recommended by the Community and Senior Services Commission at their January
14, 2014, meeting.
If donations exceed or do not meet the $200,000 needed for a new playground, City staff will bring
back whatever funding has been received and recommendations on how to best utilize those funds
to improve Walmerado Park.
FISCAL IMPACT:
City staff estimates a cost of approximately $1,000 to prepare mailings and promotional materials
for the Walmerado Park campaign. These funds are available in the Community Services
Department budget.
