City staff would like to amend the Fiscal Impact of the January 17, 2012, Staff Report Item #6 (FY
2012-2013 Older Americans Act Senior Nutrition Meals Program Grant Application).
Fiscal Impact
The Senior Nutrition Meals is provided utilizing various funding sources. The total cost to provide
the meals at the Senior Center is approximately $288,000. This includes the chef, kitchen staff, and
food costs.
The funding from the program is as follows: $167,900 _ Grant fund from AAA; $60,000 in CDBG
funds; $40,000 in donations from those utilizing the service; and $19,700 in reimbursement from the
United States Department of Agriculture. There are no General Funds used for the meals program.
The Senior Center provides approximately 36,500 meals a year at a unit cost of approximately
$7.89/meal.
City staff is requesting Council approval to apply for the AAA grant of $167,900, which requires a
match of 15% ($25,185). The matching funds are included in the total program costs and are coming
from other grant funding.

RECOMMENDATION:
It is recommended that the City Council adopt the following resolution:
RESOLUTION NO. Zv iZ- A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA,
AUTHORIZING THE SUBMITTAL OF A PROPOSAL FOR FY 2012-
2013 OLDER AMERICANS ACT COMPETITIVE GRANT FUNDS FOR
THE SENIOR NUTRITION MEALS PROGRAM.
DISCUSSION:
The Area Agency on Aging (AAA), as part of the Older American Act of 1965, is a federally
funded program, which provides grant funds to cities with a required 15% match paid by the
cities. The City of West Covina has been using AAA Grant Funds since 1995 to provide
nutritious lunch meals five days a week at the Senior Center. The City currently serves
approximately 150 meals per day at a cost of $8.16 per meal to residents from all over the San
Gabriel Valley.
Included in the application packet is a Resolution authorizing staff to submit the application.
The proposed total allocation for FY 2012-2013 from AAA is $167,900. These funds will be
used to help serve 36,500 senior meals, which 60% is for West Covina residents, and 40% is for
non-residents for FY 2012-2013.
ALTERNATIVES:
Alternatives are:
1. Approve staff s recommendation to approve the attached resolution authorizing the filing
of the grant application to AAA;
2. To not seek AAA Funds, and discontinue the program as it is currently delivered; or
3. To continue the program without AAA, and seek other funding sources, and
contributions.
FISCAL IMPACT:
The grant requires a 15% match, which amounts to $25,185. General Fund monies included in
the proposed FY 2012-2013 budget for Senior Services can be considered for this snatch.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA, AUTHORIZING THE SUBMITTAL OF A PROPOSAL FOR FY 2012-
2013 OLDER AMERICANS ACT COMPETITIVE SENIOR NUTRITION MEALS
PROGRAM.
WHEREAS, the County of Los Angeles Department of Community and Senior Citizens
Services, Area Agency on Aging has been charged with the task of providing services to the
elderly under Title III C-1 and C-2 of the Older Americans Act; and
WHEREAS, the City of West Covina seeks to request grant funds under this legislation;
and
WHEREAS, it is necessary that the City of West Covina authorize a representative to
transact all contracts with the County on behalf of the West Covina Senior Citizens Center;
NOW, THEREFORE, the City Council of the City of West Covina resolves as follows:
SECTION I. Approve the filing of the application for grant funds under Title III C-1
and C-2 through the Los Angeles County Area Agency on Aging.
SECTION II. Designate the City Manager, or in his absence, the Community Services
Manager, to sign all contracts and documents necessary to accompany the application, including
any amendments.
SECTION III. The City Clerk shall certify to the adoption of this Resolution.
