01-20-2009 - Summary of Actions - Senior Citizens Commission - Minutes of Regular Meeting - 10/23/08City of West Covina Memorandum AGENDA ITEM NO D-2b DATE January 20, 2009 SUMMARY OF ACTIONS SENIOR CITIZENS COMMISSION MINUTES OF THE REGULAR MEETING OF October 23, 2008 I. CALL TO ORDER Chair Perryman called the meeting to order at 3:00 p.m. II. PLEDGE OF ALLEGIANCE / MOMENT OF SILENT REFLECTION Commissioner Hughes led the pledge of allegiance, and a moment of silent reflection. III. ROLL CALL: Commissioners Present: Brown, Glenn, Hughes, Perryman and Taylor Staff Present: McNeill, Smilowitz, Iseri and Headley IV. CORRESPONDENCE AND ORAL COMMUNICATION . V. MINUTES FOR APPROVAL MOTION Motion by Brown, and seconded by Hughes to approve the Minutes of the Regular Senior Citizens Commission Meeting of Thursday, August 28, 2008. Motion carried by a vote of 4-0-1. VI. PRESENTATIONS None. VII. ADMINISTRATION A. Council Staff Reports Director McNeill gave details of the City Council Reports that were presented at the previous and upcoming City Council meetings. Commissioner Brown claimed that for the set aside funds in the Amendments to v the CDBG Action Plan, the Senior Citizens Commission should be making recommendations to the Community Development Commission (CDC) on how to spend their monies. Director McNeill stated she believed that CDC alone makes those decisions; however she said, that staff research his comment. B. West Covina Restaurant Guide Director McNeill passed out copies of the Restaurant Guide generated by the Community Development Commission showing all the current and future restaurants in the City. VIII. OLD BUSINESS A. Jim Shade's Softball Team Advertisement Manager Smilowitz reported that Mr. Shade received advertising not only in the West Covina Discover, but also in the San Gabriel Valley Tribune. However, since there. had been a miscommunication with telephone numbers and names, the Discover will be reprinting the advertisement in the next issue. Commissioner Glenn expressed his dissatisfaction of the miscommunication. Director McNeill stated she would relay his feelings to the City Manager. - 1 Senior Citizens Commissiontinutes October 23, 2008 B. Request to Recognize Dance FX Showcased on America's Got Talent Director McNeill stated that the City Council would be presenting a certificate at the November 4 h City Council meeting to the West Covina Dance FX group, who performed on the "America's Got Talent" TV show. C. Public Computer Lab Monthly Update 1. Increase Memory on Lab Computers Supervisor Iseri stated that the. memory was updated on the computers in September. Commissioner Brown said that some of the computer mouse components needed repair. Supervisor Iseri assured him that staff was well versed in fixing these components. D. Senior Computer Lab Volunteer Program — Supervisor Iseri Supervisor Iseri stated that he continues to make announcements to offer volunteer positions at the computer lab; however, so far they have just one person helping out who is a college student. IX. NEW BUSINESS A. Review November & December Commission Meetings, which Fall on Holidays MOTION Motion by Hughes, and seconded by Glenn to reconvene the next meeting on Thursday, November 20, 2008 at 3:00 p.m. instead of the scheduled meeting for November 27, which falls on Thanksgiving Day, and to go dark in the month of December since that meeting day falls on the Christmas holiday. Motion carried by a vote of 5-0. X. INFORMATION A. City Sponsored Events Nothing to Report. B. Upcoming Events / Ongoing Events at the Senior Center Nothing to Report. XI. AD HOC REPORTS A. CDBG (Brown, Taylor) Nothing to Report. XII. COMMISSIONERS REPORTS/COMMENTS A. Individual Reports/Comments on Activities All the Commissioners spoke about the City events they attended. Commissioner Brown thanked staff and the Commission for sending him flowers during his heart attack incident. Commissioner Glenn asked about the new meal cards at the Senior Center. Supervisor Iseri went into detail explaining the new bar code system that will be a replacement. Commissioner Brown suggested handing out Senior Center business cards with the new bar codes on them Commissioner Hughes invited everyone to his three upcoming events to help out the MDA. Vice Chair Taylor would like to clarify the fact that she had an excused absence from the Commission while she had an operation. Director McNeill stated that she would have to write a letter to her Councilmember to get an excused absence. Vice Chair Taylor also stated that West Covina Police Chief Frank Wills would be the guest speaker at the Chamber of Commerce Breakfast in November. Commissioners Taylor and Brown requested Volunteer of the Year forms to fill out. Director McNeill stated that staff would send them out. Director McNeill informed the Commission that Councilmember Mike Touhey had appointed Mark Booth to the vacancy in the Community Services Commission. Director McNeill reminded the Commission that the Shadow Oak lower plateau dedication would take place on the following Saturday. 2 i Senior Citizens Commissinutes October 23, 2008 i Director McNeill stated that there would be a change in the reporting of Minutes for Commission meetings. By order of the City Clerk's office, starting immediately all of our Commission Minutes would be produced as a Summary of Actions only. i, B. Discussion on Future Agenda Topics/Interests 1. Invite the County Dietician for a presentation to the Commission regarding Federal requirements for the meals program. Director McNeill stated that if the Dietician could not make it, staff would give a presentation. (Brown) i 2. Establish Education/knowledge on the Selection of the City's Home Town Hero and have the Chamber of Commerce honor them at the L A County Fair. (Taylor) XIII. ADJOURNMENT MOTION i Motion by Taylor, and seconded by Brown to adjourn the meeting at 4:05 p.m. Motion carried by a vote of 5-0.
