SUBJECT: DEVELOPMENT OF A DRAFT FY 2008-2009 COMMUNITY
DEVELOPMENT BLOCK GRANT (CDBG) ACTION PLAN
RECOMMENDATION:
It is recommended that the City Council direct staff to develop a draft FY 2008-2009 CDBG
Action Plan, which incorporates the recommendations of the. Community Services and Senior
Citizens Commission, as detailed in Attachment No. 1.
DISCUSSION:
The purpose of this Public Hearing is for the City Council to consider the recommendations of
the Community Services and Senior Citizens Commissions for the development of the FY 2008-
2009 CDBG Action Plan.
The City receives an annual grant from the U.S. Department of Housing and Urban Development
(HUD) in the form of CDBG funds. CDBG is a federal program with an overall objective of
developing viable urban communities by providing decent housing and a suitable living
environment, and expanding economic opportunities principally for low and moderate -income
persons.
As a condition of receiving the funds, HUD requires the City to prepare an annual Action Plan,
which shows how the grant funds will be spent.
The City is required to hold a hearing to ensure that the public has an opportunity to provide
input prior to the development of the Action Plan.
The draft FY 2008-2009 CDBG Action Plan will be presented to City Council for consideration
in May 2008.
ALTERNATIVES:
1. Direct staff to develop a draft FY 2008-2009 CDBG Action Plan, which incorporates the
recommendations of the Community Services and Senior Citizens Commissions, as
detailed in Attachment No. 1; or
2. Provide alternate direction.
FISCAL IMPACT:
None.
COMMISSION DISCUSSION AND RECOMMENDATION:
At meetings held on January 8 and January 24, 2008, the Community Services Commission and
Senior Citizens Commission, respectively, voted in favor of the noted recommendations to the
City Council for consideration in the development of the FY 2008-2009 CDBG Action Plan
(Attachment No. 1).

Recommendations for the Development of FY 2008-2009 CDBG Action
Plan
The Community Services and Senior Citizens Commissions recommend the following for
City Council's consideration:
A. Develop the FY 2008-2009 CDBG Action Plan to be consistent with the Housing and
Community Development Needs, Priorities, and Proposed Activities of the City's
approved FY 2005-2010 CDBG Consolidated Plan.
B. Include the following in the FY 2008-2009 CDBG Action Plan:
1. Continue to allocate CDBG funds to the City's Housing Improvement Program.
2. Fund activities that will contribute to increasing the homeownership rates
of minority group householders.
3. Continue to fund public services up to the 15% cap.
4. Allocate CDBG public service funds to address the support services of
special needs populations such as the elderly, frail elderly, and persons
with disabilities.
5. Fund fair housing activities from program administration instead of public
service funds.
6. Continue to fund Capital Projects based on the Public Works
Department's 5-Year CDBG Capital Improvements Program.

NOTICE OF PUBLIC HEARING
Concerning proposed recommendations for the development of the City of West Covina's draft FY 2008-2009
Action Plan for the City's Community Development Block Grant (CDBG) program.
YOU ARE INVITED — All interested citizens and agencies are invited to attend a public hearing on Tuesday,
February 5, 2008 at 7:00 pm, in the City Council Chambers at 1444 West Garvey Avenue South in West Covina
to comment on proposed recommendations for the FY 2008-2009 CDBG Action Plan, which will guide the
City's use of CDBG funds for the next fiscal year. This public hearing is scheduled pursuant the to City's
adopted Citizen Participation Plan, a requirement of U.S. Department of Housing and Urban Development
(HUD), which requires two public hearings to be held during the development of the Action Plan for the
purpose of receiving public comment and input. A second public hearing will be held at the time of approval of
the Action Plan.
ACTION PLAN SUMMARY — The Action Plan, which describes programs and projects, sets goals for the
City, describes program projects, and describes activities to be undertaken during the fiscal year and addresses
the use of CDBG funds for the purposes of meeting the goals of providing decent housing, a suitable living
environment and expanded economic opportunities, principally for low and moderate income persons.

The proposed recommendations are available for public review and comment starting January 25.
