02-06-2007 - Development of a Draft FY 2007/2008 Community Development Block Grant (CDBG) Action Plan•\j City of West Covina Memorandum AGENDA ITEM NO. E- Z' DATE: February 6, 2007 PRINTED ON RECYCLED PAPER TO: Andrew G. Pasmant, City Manager and City Council FROM: Michele L. McNeill Community Services Director SUBJECT: DEVELOPMENT OF A DRAFT FY 2007-2008 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) ACTION PLAN RECOMMENDATION: It is recommended that the City Council receive input from the public and direct staff to develop a draft FY 2007-2008 CDBG Action Plan, which incorporates the recommendations of the Community Services and Senior Citizens Commission, as detailed in Attachment #1. DISCUSSION: The purpose of this Public Hearing is for the City Council to consider the recommendations of the Community Services and Senior Citizens Commissions for the development of the FY 2007- 2008 CDBG Action Plan. The City receives an annual grant from the U.S. Department of Housing and Urban Development (HUD) in the form of CDBG funds. CDBG is a federal program with an overall objective of developing viable urban communities by providing decent housing and a suitable living environment, and expanding economic opportunities principally for low and moderate -income persons. As a condition of receiving the funds, HUD requires the City to prepare an annual Action Plan, which shows how the grant funds will be spent. The City is required to hold a Public Hearing to ensure that the public has an opportunity to provide input prior to the development of the Action Plan. The draft FY 2007-2008 CDBG Action Plan will be presented to City Council for approval in April 2007. ALTERNATIVES: The City Council may: 1. Receive input from the public and direct staff to develop a draft FY 2007-2008 CDBG Action Plan, which incorporates the recommendations of the Community Services and Senior Citizens Commission, as detailed in Attachment #1; or 2. Provide other direction. FISCAL IMPACT: None. COMMISSION DISCUSSION AND RECOMMENDATION: At meetings held on January 9 and January 18, 2007, the Senior Citizens Commission and Community Services Commission, respectively, voted unanimously in favor of the noted recommendations to the City Council for consideration in the development of the FY 2007-2008 Andrew G. Pasmant, City Manager • and City Council Page 2 — February 6, 2007 CDBG Action Plan (Attachment #1). Additionally, the Commissions considered Subcommittee recommendations to develop a request for proposals for providers to carry out an Emergency Assistance program (i.e., emergency rental, utility payments, etc.) and a Creative Homeless program. However, because HUD has not advised the City of a funding amount for FY 2007-2008, the Commissions voted to defer on the two recommendations until funding is known and determined to be adequate.
