SENIOR CITIZENS COMMISSION
MINUTES OF THE SPECIAL MEETING OF
November 8, 2007
I. CALL TO ORDER
Commissioner Glenn called the regular meeting of the Senior Citizens Commission to
order at 3:00 p.m.
II. PLEDGE OF ALLEGIANCE / MOMENT OF SILENT REFLECTION
Commissioner Hughes led the pledge of allegiance, and a moment of silent reflection.
III. ROLL CALL: .
Commissioners Present: Glenn, Hughes Perryman, Brown and Taylor
Staff Present: McNeill, Smilowitz, Iseri, Landesman and Headley
IV.. CORRESPONDENCE AND ORAL COMMUNICATION
A. Resident Penny Schaefer spoke about the Holiday luncheon at the Senior Center
scheduled for Friday, December 21". Ms. Schaefer preferred that the luncheon be
held during the time that the Senior Citizens Association meets, which is on
Wednesday, December 19`h.. 'Discussion was held on the advantages and
disadvantages of the luncheon on either or both day.
MOTION
Motion by Glenn, and seconded by Brown to serve the Friday, December 21
holiday luncheon meal on Wednesday, December 19`h. Motion carried 3-2.
Director McNeill stated that staff would take the Commission's recommendation
to the City Manager.
V. MINUTES FOR APPROVAL
MOTION
Motion by Perryman, and seconded by Brown to approve the Minutes of the
Regular Senior Citizens Commission Meeting of Thursday, October 11, 2007.
Motion carried 5-0.
VI. PRESENTATIONS
A. Thank You Card from Nidia Morales
Manager Smilowitz spoke of the Thank You card that was sent from a former
volunteer who worked at the Senior Center.

VIL ADMINISTRATION
A. Council Staff Reports
Director McNeill stated that the City Council members had elections on
November `6 h, and unofficially both Council Members Hernandez and Herfert are
keeping their seats on the _Council, and McNeill further stated that the official
tally would be on November 27"'.
Director McNeill stated that coming up on the November 20t' Council Meeting
will be the Resolution to change the meeting date- for the Senior Citizens
Commission Meeting from the 2n Thursday of every month, to the 41h Thursday
of every month, effective January 24, 2008.
VIII. NEW BUSINESS
A. Big League Dreams Dedication
Manager Smilowitz stated the Big League Dreams Dedication was very well
attended including the Lidle family members.
B. Scary Lane Haunted house Update
Director McNeill stated that again it was a successful event, $2,000 was raised,
and everyone had a really nice scary time.
C. Volunteer of the Year Nomination
Director McNeill reminded the Commission -that there was only one Volunteer of
the Year Nomination returned this year. She stated that Mr. Gene Huber's
Volunteer ''of the Year form was submitted by. the West Covina Police
Department, and she continued to read the services performed by Mr. Huber,
which made him eligible to receive a nomination.
MOTION
Motion by Glenn, and seconded by Taylor to select Gene Huber for the Volunteer
of the Year Award for 2007. Motion carried 5-0.
Director McNeill stated that staff would call Mr. Huber tomorrow to inform him
of the date of the event where he would receive his.award, which will be at West
Covina Beautiful's City Birthday Celebration in February.
IX. OLD BUSINESS
A. Landscaping between the North and South Buildings
Supervisor Iseri stated that the landscape project has beencompleted, noting that
the landscaper added some extra work on his own. Commissioner Taylor stated
that she would. like to send a Thank You note to Aloha Landscaping for giving us
extra special treatment. Director McNeill stated that staff would send a card out
on behalf of the Commission.

D. Computer Room Equipment Update
Supervisor Iseri stated that Mt. San Antonio College (Mt. SAC) and the City's IS
Department will be working out the logistics of moving old computers out and
new computers in to the Classroom sometime in December. Commissioner
Brown questioned what would happen to the old computers. Supervisor Iseri
advised that they could possibly go to the Senior Center's Computer Lab.
Director McNeill stated that by the next two months we should know for sure if
we will be receiving a donation of computers for the Classroom. If so, then Mt.
SAC's computers will be able to be transferred to the Computer Lab.
Supervisor Iseri responded to a question that was brought up during the previous
Commission meeting regarding being able to sell reserve tickets for seats at the Senior
Center special lunches. Iseri stated that he checked out the codes, and found that the
Senior Center is not in any violation with this practice.

XI. COMMISSIONERS REPORTS/COMMENTS
A. Individual Reports/Comments on Activities
Commissioner Hughes spoke of the upcoming holiday events at Hurst Ranch and
the Elk's Club, stating that on December 2°d at 3:00 p.m. there is a fundraiser
called Christmas Tree Lane in which donations will provide 10 scholarships.
Also the Elk's will hold their MDA Christmas Party on December 91' at 2:00 p.m
Santa will pass out gifts for the kids, and a turkey dinner will be served. And
finally, the Hurst Ranch Foundation's annual free Christmas Luncheon/BBQ with
steak and chicken will be held on December 7U' at 11.30 a.m.
Commissioner Hughes stated that he and Director McNeill attended a meeting at
the Chamber of Commerce recently where businesses were trying to get their
events synchronized with other businesses and the City's events. Director
McNeill stated that Gary Lawson, Chief Executive Officer of the Chamber of
Commerce, was retiring. Discussion was held and it was agreed to present Mr.
Lawson a Certificate from the Commission for all his help during his years of
service with the Chamber.
Vice Chair Perryman stated that he enjoyed the Big League Dreams Dedication
and thanked staff for all their hard work.
Commissioner Taylor enjoyed the Big League Dreams Dedication, and stated that
the Chamber of Commerce is having a Grand Re -Opening of Kosta's Restaurant
on November 2601. She spoke very highly of the owner, the food and the service
at the restaurant. Commissioner Taylor also spoke of the volunteer appreciation
at the different places she volunteers. Commissioner Taylor made a special note
of thanking the staff saying they did a wonderful job.
Commissioner Brown stated that he volunteered again for the county to help out
with their elections in February, June and November. He also questioned whether
the report. from staff on the Senior Center Volunteer Research was ready.
Director McNeill stated that staff would be working on the report for the next
meeting.

Chair Glenn stated that he would not be able to make the CDBG Ad Hoc
Committee meeting on' the following Tuesday, and stated that Commissioner
Brown would go in his place. Chair Glenn stated that he had gone to a
Commissioner Training Seminar recently and it was a real eye-opener. He said
that West Covina has it good compared to other cities that do not have a Dial -A -
Ride service, a Senior Citizens Association, or a very active Senior Center.
After a brief discussion, it was decided to go dark in December since there was only one
Item to agendize, the Volunteer Research Report, which could be picked up in January.
MOTION
Motion by Glenn,,.and seconded by Taylor to go dark for the December meeting due to
lack of business. Motion carried 4-1.
XII. ADJOURNMENT
MOTION
Motion by Brown, and seconded by Taylor to adjourn the meeting at 4:05 p.m. Motion
carried by a vote of 5-0.
