It is recommended that the City Council provide staff direction on one 'of the alternatives to
proceed with the development of the lower plateau at Shadow Oak Park.
DISCUSSION:
On September 19, 2006, ' the City Council voted unanimously to terminate negotiations with
Rowland Unified School District for Shadow Oak Park. Additionally, this vote terminated
negotiations for the sale of the property at 2121 Shadow Oak Drive, rejecting any proposed
projects from potential developers. The City Council subsequently directed staff to begin the
process of obtaining community input on the development of a park at the lower plateau of
Shadow Oak Park.
'On Thursday, November 16, 2006, staff hosted the Shadow Oak Community Workshop, at
which time 198 residents attended to provide input on -the ' development of the lower plateau.
While staff provided. numerous items to consider including facilities, natural habitat, park
essentials, and security options, attendees were also encouraged to submit their own ideas for
review.
Each attendee was invited to assist in the design ,of their "preferred" park via an interactive map.
Additionally guests were asked to complete a comment card and further indicate their items of
interest. After the workshop was completed, the data was tabulated. The following is a
summary of the results that the residents would like to see in the lower plateau of Shadow Oak
Park (in order of preference):

This information suggests that residents prefer a moderately passive park, similar to the master
plan, which accommodates .safe and comfortable usage whether walking or driving to the
location.
The items that followed No.10 dealt primarily with facilities or structures, such as an interactive
water feature, dog park, aquatics center, skate park, teen activity playground, pre-school or sports
court. The structure that received the ,most votes in this categorywas an interactive water
feature. This item received approximately 5% more votes than the next closest interest, which
was an aquatic center.

The Interactive Maps gave staff insight on the conceptual ideas that the residents would like to
see in the lower plateau of Shadow Oak Park. The results for the core components of the maps
were as follows: .
• Four of the maps show an interactive water feature
• Three of the maps show an aquatic center
• Three of the maps suggest a passive park with features from the master plan
• Three of the maps recommend artwork
• Two of the maps show a dog park
This would suggest that a higher percentage of people preferred an interactive water feature over
other facilities or structures: This is also compatible with the results from the comment cards,
which indicated that an interactive water feature was more desirable than any other facility or
structure, but less desirable than passive park amenities.
ALTERNATIVES:
The City Council may direct staff to proceed with one of the following alternatives.
1. Design -build basic park elements.
Direct staff to proceed with bidding a design -build improvement project as a first
phase to complete minor grading, install turf, irrigation, wildflowers, a gravel access
road, tables and benches, trees, a picnic shelter, security cameras, an automatic entry
gate, and . security lighting on the existing park contours. This is similar to what was
done at Cortez Park; however, due to site conditions it is much more involved at
Shadow Oak Park. Walking paths and the other elements in the master plan can be
added in future phases.
• Direct staff to search for grants that would offset the cost of future phases. However,.
some of this work would have to be reconstructed or removed for the construction of
the master plan based on final grading and design plans. It should also be noted that a
path connection to the' upper level cannot be constructed without complete
engineering grading -plans and specifications.
• The work would require the appropriation of about $650,000 based on similar work
recently done at Cortez Park.
The work would be completed within six to eight months. This time can be shortened
to four or five months if the contract is awarded as a change order to a current park
contract as was done with Cortez Park. Currently, Green Giant Landscape company
has open contracts with the ,City for the work at Galster Park and Heritage Park as the
low bidder. Green Giant Landscape has also successfully completed the work at
Cortez Park. The City Council may direct staff to issue a change order to one of these
projects for this work to be expedited. Total time would be four to eight months.
2. Design the entire park per the Master Plan and construct a phase one.
• Direct staff to proceed with construction plans and specifications to construct the
entire park per the master plan. Additionally, detailed cost estimates could then be
provided. The plan could be designed so that the park could be built in phases
depending on funding. The first phase would consist of grading, landscaping with
grass and trees, wildflower gardens, lighting, and concrete walking paths.
• An appropriation of $500,000 would be required for design of construction plans and
specifications. It is estimated that construction' would cost about $1.5 million
depending on the final design resulting in a total of approximately $2 Million.

• The design period would take about three to four months and construction of the first
phase could be completed in approximately six months after receiving the approved
plans and funding. Total time would be nine to ten months.
3. Design the entire park per the Master Plan.
• Direct staff to proceed with construction of . the entire park per the master plan,
including all infrastructure, grading, lighting, landscaping, restrooms, picnic shelters,
and concrete pathways. The first step, is to prepare the plans and specifications.
When complete, a detailed cost estimate would then be provided.
• An appropriation of $500,000 would be required for design. Future funding of
approximately $5 to $8 million (depending on the final plan) would be requited at a
later time for construction.. Staff may also be directed to search for grants that would
offset the cost of future phases.
• The design could be completed within four to six months. However, the construction
of the full master plan could take another eight to ten months. Total Time would be
twelve to fourteen months.
4. Direct staff to hold a joint Planning and Community Services Commission Meeting to
gather further direction on how the park should be developed in early 2007.
5. Direct staff to defer design or construction of the lower level.
6. Provide additional direction.
FISCAL IMPACT:
Funding is only available from un-appropriated general fund reserves. Staff can also search for
various grants. Costs vary depending on the alternative chosen. The City Council may also
direct staff to structure the funds as a loan to be paid back by future 'PDF funds. However, it is
uncertain if and when PDF funds would be available in district G.
It is estimated that the cost to maintain the improved lower section including maintenance and
utilities is about $100,000 per year. The cost could vary slightly depending on the final
alternative.
