D-2c DATE: January 16, 2007 SUMMARY OF ACTIONS SPECIAL JOINT MEETING OF THE PLANNING COMMISSION AND COMMUNITY SERVICES COMMISSION CITY OF WEST COVINA January 9, 2007 COMMISSIONERS PRESENT: ABSENT: Planning Commission: Fisher; Redholtz, Sotelo Community Services Commission: Armbrust, Barrios, Carrico, Chacon, Puchalski, Stewart, .Valles, Vargas, Woods, McIntosh (arrived at 6:25 p.m.) Planning Commission: Rozatti, Thrasher CITY STAFF PRESENT: Mclsaac, McNeill, Morgan, Anderson, Smilowitz, Reynosa, Headley, and de Zara A. OTHER MATTERS OR ORAL COMMUNICATIONS Royall Brown — regarding graffiti at Galster Park B. JOINT PUBLIC HEARING (1) CAMERON PARK MASTER PLAN AMENDMENT NO. 4 CATEGORICAL EXEMPTION APPLICANT: City of West Covina LOCATION: 1305 East Cameron Avenue, Cameron Park REQUEST: To consider extending the evening use of the sports field lighting at Cameron Park from 9:00 p.m. to 9:30 p.m. COMMENTS: Maurie Larios and Arlene Saucedo, representing West Covina Girls Softball, addressed the Commissions in favor of the request. No one spoke in opposition. Mr. John Maraio submitted a letter in opposition, which was read into the record by Community Services Director Michele McNeill. There was a discussion by the Commissions regarding notification of the residents in the area, the number and length of time games are played on the fields, the possibility of starting the games earlier, the number of months during the year the fields are used, and if this request would affect all the lights in the park, or just the lights on the softball fields. Planning Commissioner Sotelo added that the school adjacent to the park had recently rescinded the parking agreement, requiring participants and their families to park further away from.the softball fields. He added that leaving the lights on longer would allow players and spectators to reach their cars safely. Community Services Commission Action: Motion by Armbrust, seconded by Stewart,. to recommend to the City Council, approval of Cameron Park Master Plan Amendment No. 4. Motion carried 10-0.. Planning Commission Action: Motion by Redholtz, seconded by Fisher, to adopt findings as recommended by staff. Motion carried 3-0 (Rozatti, Thrasher absent). Motion by Redholtz, seconded by Fisher, to waive further reading of the body of the resolution and adopt Resolution No. 07-5197, recommending to the City Council, approval of Cameron Park Master Plan Amendment No. 4. Motion carried 3-0 (Rozatti, Thrasher absent). Chairman Puchalski stated that final action on this matter would be considered by the City. Council at a public hearing tentatively scheduled for February 6, 2007. C. ADJOURNMENT Motion by Armbrust, seconded by McIntosh, to adjourn the Community Services Commission at 6:40 p.m. Motion carried 10-0. Motion by Fisher, seconded by Redholtz, to adjourn the Planning Commission at 6:40 p.m. Motion carried 3-0 (Rozatti, Thrasher absent).
