Samaniego, Interim Community Services Director SUBJECT: MAVERICK RIDGE RIDER PARK GRANT FOR AN EQUESTRIAN CENTER, AND, RECREATION PROGRAMMING AND FACILITIES RECOMMENDATION: It is recommended that the City Council adopt the following resolution: 2.O©lo - 5 RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA APPROVING THE PARTNERSHIP WITH THE SAN GABRIEL MOUNTAINS REGIONAL CONSERVANCY (SGMRC) AND APPLICATION FOR GRANT FUNDS FOR THE CALIFORNIA RIVER PARKWAYS GRANT PROGRAM UNDER THE WATER SECURITY, CLEAN DRINKING WATER, COASTAL AND BEACH PROTECTION ACT OF 2002 (Proposition 50) DISCUSSION: On April 29, 2004, the City Council approved support of an equestrian center with boarding stables in West Covina providing funds could be found to develop the facility. Funding from this grant will fill this need. No matching funds are required to qualify for the grant. The Community Services Department is requesting authorization to partner with the San Gabriel Mountains Regional Conservancy (SGMRC) and apply for a $1.41 million grant from the California River Parkways Grant Program to construct an Equestrian Center at Maverick Ridge Rider Park ($500,000); a nature center within the City ($500,000); educational signage, outdoor displays and trail enhancements ($235,000); and watershed education curriculum ($175,000). Since the project is in the conceptual stage, the proposal includes broad language to allow the City flexibility in determining specific programming needs based upon the outcome of stakeholders input during future community meetings. ALTERNATIVES: The City Council could direct staff to: o Approve the attached Resolution for the current grant application or; o Deny the Resolution for the current grant application. FISCAL IMPACT: No fiscal impact to the general fund. There are no matching funds required to qualify for the grant. SGMRC is coordinating several partners to provide in -kind services for both project construction and program operations in the event the project is not fully funded by the grant. City Attorney Attachment: Resolution ,;e_ Finance Prop 50 Ridge Rider Grant. 02-07-06 rev. 1.30.06 r 0 � 0 ATTACHMENT RESOLUTION NO.2006- RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA APPROVING THE PARTNERSHIP WITH THE SAN GABRIEL MOUNTAINS REGIONAL CONSERVANCY (SGMRC) AND APPLICATION FOR GRANT FUNDS FOR THE CALIFORNIA RIVER PARKWAYS GRANT PROGRAM UNDER THE WATER SECURITY, CLEAN DRINKING WATER, COASTAL AND BEACH PROTECTION ACT OF 2002 (Proposition 50) WHEREAS, the Legislature and Governor of the State of California have provided Funds for the program shown above; and WHEREAS, the Resources Agency has been delegated the responsibility for the administration of this grant program, establishing necessary procedures; and WHEREAS, said procedures established by the State Resources Agency require a resolution certifying the approval of application(s) by the Applicants governing board before submission of said application(s) to the State; and WHEREAS, the Applicant, if selected, will enter into an agreement with the State of California to carry out the Project NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of West Covina 1- Approves the filing of an application for the Walnut Creek, Watershed, City Connectivity: A Trail System, Equestrian Center Approach for Community Intervention. 2. Certifies that Applicant understands the assurances and certification in the application, and 3. Certifies that Applicant or title holder will have sufficient funds to operate and maintain the Project(s) consistent with the land tenure requirements; or will secure the resources to do so, and 4. Certifies that it will comply with the provisions of Section 1771.8 of the State Labor Code regarding payment of prevailing wages on Projects awarded Proposition 50 Funds, and 5. If applicable, certifies that the Project will comply with any laws and regulations including, but not limited to, legal requirements for building codes, health and safety codes, disabled access laws, and, that prior to commencement of construction, all applicable permits will have been obtained, and 6. Appoints the City Manager, or designee, as agent of the City of West Covina to conduct all negotiations, execute and submit all documents including, but not limited to applications, agreements, payment requests and so on, which may be necessary for the completion of the aforementioned Project(s).
