SUBJECT: FY 2006-2007 - COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)
ACTION PLAN
RECOMMENDATION:
It is recommended that the City Council receive input from the public and direct staff to develop
a draft FY 2006-2007 CDBG Action Plan, which incorporates the recommendations of the
Community Services and Senior Citizens Commission, as detailed in Attachment #1.
DISCUSSION:
The purpose of this Public Hearing is for the City Council to consider the recommendations of
the Community Services and Senior Citizens Commissions for the development of the FY 2006-
2007 CDBG Action Plan.
The City receives an annual grant of approximately $1.4 million. from the U.S. Department of
Housing and Urban Development (HUD) in the form of CDBG funds. CDBG is a federal
program with an overall objective of developing viable urban communities by providing decent
housing and a suitable living environment, and expanding economic opportunities principally for
low and moderate -income persons.
As a condition of receiving the funds, HUD requires the City to prepare an annual Action Plan,
which shows how the grant funds will be spent.
The City is required to hold a Public Hearing to ensure that the public may have an opportunity
to provide input prior to the development of the Action Plan.
The 2006-2007 CDBG Action Plan will be presented to City Council for approval in April 2006.
ALTERNATIVES:
The City Council may:
1. Receive input from the public and direct staff to develop a, draft FY 2006-2007 CDBG
Action Plan, which incorporates the recommendations of the Community Services and
Senior Citizens Commission, as detailed in Attachment #1; or
2. Provide other direction.

COMMISSION DISCUSSION AND RECOMMENDATION:
At a Joint Meeting held on December 13, 2005, the Community Services Commission and the
Senior Citizens Commission voted unanimously in favor of the noted recommendations to the
City Council .for consideration in the development of the FY 2006-2007 CDBG Action Plan
(Attachment #1).

Recommendations for the FY 2006-2007 CDBG Action Plan
The Community Services and Senior Citizens Commission recommend the following for
City Council consideration:
1. Develop the FY 2006-2007 CDBG Action Plan to be consistent with the Housing
and Community Development Needs, Priorities, and Proposed Activities of the
City's approved FY 2005-2010 CDBG Consolidated Plan.
2. Include the following in the FY 2006-2007 CDBG Action Plan:
a. Provide emergency preparedness education services to low and
moderate -income population; homeless prevention services; and
homeowner assistance to prevent foreclosure and provide emergency
assistance.
b. Provide rent eviction prevention services, outreach, and counseling to the
minority populations.
C. Develop a plan for an affordable housing development.
