Samaniego, Interim Community Services Director SUBJECT: PROPOSED ORANGEWOOD PARK SOCCER FIELD EXPANSION RECOMMENDATION: It is recommended that the City Council approve the following Council Sub -Committee recommendation: 1. Initiate an amendment to the Orangewood Park Master Plan (Attachment A) for approval of soccer fields; and 2. Construct soccer fields at Orangewood Park and relocate baseball teams to alternate baseball facilities such as Maverick Field and proposed Big League Dreams; and 3. Prepare a Request For Proposal (RFP) to include a conceptual plan, construction design drawings and specifications for soccer fields at Orangewood Park as noted in Attachment B. DISCUSSION: Youth soccer participation levels continue to increase in West Covina as the sport gains popularity nationwide. City staff coordinates facilities for 14 youth sport organizations and identified soccer fields as the greatest facility need within the City. West Covina Youth Soccer President, Art Ballin, addressed the need for soccer fields with City Councilmembers. On December 2, 2003 the City Council created a Soccer " Field Sub -Committee comprised of Councilmember Hernandez and Councilmember Sanderson. The purpose of the sub -committee was to address the demand for the need of additional soccer fields in West Covina. Included on the sub- committee were West Covina Unified School District (WCUSD) Board Members, WCUSD staff, Community Services Commissioners, Sports Council Members involved in proposed transition (West Covina Youth Soccer, Express Club Soccer, West Covina Pony/Colt Baseball, Little League District 19 Junior Division Baseball) and City staff. In addition, staff was directed not to down play baseball and be sensitive to. existing baseball teams at Orangewood Park or other parks considered. The sub -committee recommended that soccer fields be expanded at Orangewood Park for the following reasons: 1. Review of the seven proposals (Attachment B) submitted by four youth leagues, found the Orangewood Park proposal (Attachment B, Proposal #1), submitted by West Covina Youth Soccer to best address the soccer needs; 2. Participation levels (Soccer-1720, Baseball — 198) showed a greater need for soccer fields at Orangewood Park (Attachment C); 3. Baseball teams currently playing at Orangewood Park can relocate to other, baseball fields (Attachment C); 4. Orangewood Park is located adjacent to Edgewood Middle School, establishing a central location for youth soccer in the City; 5. Orangewood Park can provide sport lighting, restrooms and snack bar amenities; From the above findings, the sub -committee came to a consensus with the recommendation to expand soccer fields at Orangewood Park. Richard Sifuentes, West Covina Pony/Colt Baseball Representative strongly disapproved the recommendation, expressing no interest in relocation. Other committee member issues are noted in Attachment C. Andrew G. Pasmant, City Manager City Council Page 2 Relocating the baseball teams to the West Covina Unified School District (WCUSD) property located adjacent to Del Norte Park is a new option that recently developed. The WCUSD submitted a Capital Improvement Program (CIP) project request to renovate the facility. ALTERNATIVES: 1. Direct staff to not pursue new soccer field expansion at Orangewood Park. 2. Direct staff to pursue soccer field expansion at an alternate location. FISCAL IMPACT: The fiscal impact resulting from the recommended actions is estimated at approximately $10,000- $15,000 for the conceptual drawings. Estimated project costs to implement ( Attachment C) may be .$900,000 to $1.2 million. Actual project costs are determined following the construction drawings. If approved, staff will include above project in the Capital Improvement Program budget with the possible funding sources from CDBG, Park Dedication fees, grants, etc. Once a project is approved, staff can pursue applications -for grant funding. COMMISSION DISCUSSION AND RECOMMENDATION The Community Services Commission reviewed the sub -committee recommendation regarding the proposed Orangewood Park soccer field expansion at the December 14, 2004 meeting. Art Ballin, West Covina Youth Soccer League Representative, spoke in favor of the project addressing the growth in soccer and the need for additional soccer fields and answered questions from Commissioners. Alex Baltadano, Express Club Soccer Representative, requested use of West Covina High School and Shadow Oak.Park for club soccer teams in addition to the Orangewood Park proposed soccer fields. There was no public comment made against the recommendation at the meeting. The Community Services Commission accepted the recommendation described above in the staff report 7 — 0. Impacts: • Re -locate existing Pony/Colt baseball program. Impacts: • Renovation would require, new irrigation, gopher abatement, field leveling, brick dust and sod restoration. • Additional renovation could include lighting to increase usage especially in Fall. • Baseball and soccer leagues will be required to coordinate schedules on shared facility. • Financial Resources have not been identified. Proposal #6 ESGV ROP Technical School (Adjacent to Del Norte Park) Express Soccer second option Description: Work with West Covina Unified School District to add four soccer fields (I50'x210', 180'x21'0', 195'x270', 240'x300') to the District property. Benefits: • Provides additional soccer fields for Express Travel Soccer Club and West Covina Youth Soccer. • Retains existing Farm level field. • Improving the poor field conditions will enhance the neighborhood. • Vacant snack bar and restrooms on west side of field area could be utilized. • On -site parking available. Impacts: • Renovation would require, new irrigation, gopher abatement, field leveling and sod restoration. • Additional renovation could include lighting to increase the usage. • Baseball and soccer leagues will be required to coordinate schedules on shared facility. • Junior Division field would be eliminated. • Financial Resources have not been identified. • Proposal #7 West Covina High School Express Soccer third option Description: Express Soccer teams only to utilize th p y e WCHS football field, and two other!,[ soccer fields in grass area between the tennis courts and baseball fields on weekends during the Fall season (Sept. -Dec.). District #19 Teams (144 Participants) Mon.- Fri. evenings; Sat. days; Sun. off July -August: 3 Colt Division Teams (54 Participants) Mon.- Fri. evenings; Sat. & Sun. daytime September -November: (Winter Baseball - No teams in 2004) Sat. & Sun -days ALTERNATIVE BASEBALL FACILITIES 1. Big League Dreams (BLD) • Anticipated'opening Spring 2006 Fields are open to the public free of charge until 4:00p.m. • Field costs have not been determined for West Covina youth leagues. Colsts negotiated in other cities range from free to $16.60 per game. BLD used $7.50 per game cost estimator in original .West Covina.projections. • BLD fields can accommodate youth baseball through age 14 • Little League currently does not allow teams to play at facilities where alcohol is served/sold; therefore the Little League District 19 Junior Division teams1,would not utilize BLD. • A design change in the project could adapt a field for ages 15+ (This most likely will result in a change order expense, and a larger cut infield may feel awkward to the majority of participating teams). • BLD can accommodate baseball and softball games; however, practice sites will still be needed • The number of teams that choose to play at BLD may open enough fields. for practice. For example: If girls' softball chooses to play games at BLD, the game fields at Cameron Elementary School and Cameron Park could become their practice','fields. This shift could provide baseball practice fields at Hollencrest School, where softball currently practices. • BLD in Chino Hills currently supports games for 110 youth softball and baseball teams and 360 adult softball teams. 2. Maverick Field • During peak spring and summer periods, Maverick Field could not accommodate the additional play of all the Orangewood Park teams and maintain the current user groups. • Maverick Field is a fee -based playing field, designed to recover costs associated with maintaining the field. Field costs are $16.50 per hour and $10.25 per hour for lights. Annual revenues estimated at $11,00 to $14,000. • Maverick Field could accommodate.the 15+ age teams COMMITTEE MEMBER ISSUES Mr. Richard Sifuentes, representing the West Covina Pony/Colt Baseball and Rudy Acevedo, representing District #19 Little League voiced concern the West Covina Unified School District (WCUSD) property located adjacent to the south of Del Norte Park was not included in the recommendation from the sub -committee. WCUSD currently leases the property to the East San Gabriel 'Valley Regional Occupation Program. The sub -committee reviewed the property, and found it less desirable at this time due to the uncertainty of the WCUSD plan for the property. Mr. Alex Baltadano, representing West Covina Express Club Soccer suggested utilizing the lower level area of Shadow Oak Park as a potential property to construct a soccer field in addition to the Orangewood Park proposed fields. The City is currently reviewing the fiscal advantage of selling this property. ESTIMATED ORANGEWOOD PARK PROJECT COSTS • Jeff Scott, Associate Park Planner with David Evans & Associates provided some cost estimates for park development. Since that time, recent project costs have increased by 50%. ' • Project construction drawings and specifications estimated at $10,000-15,000. • Shannon Yauchzee, Public Works Director reviewed and consulted with the project costs provided. These are estimates based on current estimated costs. Final costs must be based on site evaluation, detailed plans and specifications. • The Orangewood Park soccer project shown in aerial view labeled Orangewood Park is estimated to cost $900,000 to 1,200,000. Major cost components are irrigation design and replacement, field lighting, grading and soil preparation, and turf renovation. • Other considerations involved with the above project are listed below: A. Is there enough parking on site with the roller hockey, Skate Park and regular park patrons to add 8 teams of soccer patrons per game? A parking study may be required. B. What ADA requirements are needed to include with project, such as new wheelchair access/sidewalks to fields. C. Are new drinking fountain locations needed? D. Are bleachers needed?
