B — 5f DATE February 15, 2000 PRINTED ON RECYCLED PAPER - SUBJECT: CONCURRENCE WITH TEMPORARY CHANGE, IN - LIGHT USE AT CAMERON PARK SUMMARY: This report requests the City Council's concurrence with a requested temporary change to the authorized light use at Cameron Park. BACKGROUND: The City of West Covina has received a request from West Covina Girls Softball League asking for authorization for additional light usage and reduced restrictions on the parking conditions at Cameron Park. The Community Services Commission held a community meeting on January' 11, 2000 at the Cameron Park Youth Centerio hear the details of the request and invite comments from the residents living near the Park. The Commission has voted to recommend approval of, the requested changes to the Cameron Park Master Plan. The Master Plan was originally adopted in 1995 after significant public debate. The requested additional light use and parking changes must have a full review and discussion by both the Planning Commission and City Council. The P'lanning Commission is scheduled to review the details of this'request in 4ate March or early April. The City has received a second request by the League and the letter is attached., The League is requesting a temporary change in the light use until the othe . r requested changes can be formally reviewed. They have requested that they be allowed to temporary switch their current authorized use of lights on Tuesday nights for, the use of lights on Friday nights (cu . rrently not authorized.) This request will not increase the amount of light use. DISCUSSION: The request seeks to temporarily change the authorized use of lights from Tuesday nights till 9:00 p.m. to Friday night till 9:00 p.m. The total hours of light use would not increase or decrease with this change. Because, the change does not change the amount of . light use, the change can be viewed as minor in nature. This temporary change doesn't seem to have a significant negative impact on the neighborhood. Residents were notified of this temporary change via the'attached letter and staff did receive one call of complaint from Dorothy Jennings, a resident living near Cameron Park. Ms. Jennings indicated that she I didn't like that the change was made administratively and that she prefers to not have games on Friday night. This is the only call received and staff feels that there are several residents that may prefer light use on Friday nights versus Tuesday nights. Tuesday night is usually a work night for most residents and Friday night is usually the beginning of the weekend for most residents. This will also allow players to focus more attention on homework and other activities during the week. Playing games on Friday night will also benefit the players because they will not have to get up early for school after a Friday night game. FISCAL IMPACT: There is no fiscal impact from this change. This letter is a follow-up to the original letter that was mailed to you on January 4, 2000 discussing the League's requested changes to the Cameron Park Master Plan. The Community Services Commission reviewedthe request for additional li I ght use and for changes to parking restrictions on January 11, 2000 at the Cameron Youth Center. This meeting provided the opportunity for the League. to outline. their request and to provide specific information to area residents. At the January meeting, the Commission reviewed the League7s request and citizen input. After discussion, the Commission voted to recommend the following changes to the Park Master Plan: • Change parking restrictions on south side of Mobeck to allow parking until 9:00 p.m. • Begin to allow Friday and Saturday night use of lights until 9:00 p.m. • Continue to allow Monday night use of lights through the month of March only. • Saturday morning use would start no earlier that 10:00 a.m. instead of 8:00 a.m. The above request significantly changes the existing Cameron Park Master Plan and requires a review by both the Planning Commission and the City Council. The next step in the review process is for the League's request to be reviewed by the Planning Commission. The issue will be scheduled for Planning Commission review during the month of March. When a date a*nd time have been scheduled for the review, you will receive a letter notifying you of the meeting. The League has made a second request of the City of West Covina. The League has requested that they be allowed to temporarily switch the currently authorized use of lights on Tuesday nights for the use of lights on Friday nights. The League feels that reducing weekday use will help both the kids and their families focus on -other issues during the week. The City has reviewed this request and determined that it does not substantially change . the Park Master Plan.
