Meeting was called to order by Commissioner Pahner at 3:10 p.m.
I. ROLL CALL — Commissioners Present: Duncan, Markowitz, Newlin, Pahner
Absent: Taylor
Staff Present: Bommarito, Hatch, Kolnick, Rush
II, APPROVALS OF MINUTES = Minutes of the regular meeting on November
11, 1999 were approved as submitted.

V. ACTION ITEMS
A. Election of Officers
Commissioner Pahner solicited nominations for Chairperson.
Pahner nominated by Duncan to remain as'Chaiiperson. Second by Newlin.
Motion 4-0 for Pahner as Chairperson.
Duncan nominated by Newlin as Vice Chairperson. Second by Pahner.
Motion carried 4-0 for Duncan to service as Vice Chairperson.
VI. SUBCOMMITTEE REPORTS —
Transportation — Markowitz, Taylor— No recent transportation meeting.
Bommarito stated that the department would be soliciting bids for a transportation
provider. Hatch discussed MTA grant and expansion to the south side of town.
Markowitz stated that lack of transportation. has stopped persons from traveling to
doctor appointments.
Homebound/Frail Seniors_- Newlin, Pahner - No discussion held.
Active Senior/Community Activities — DuncanTam — No recent activity.
Subcommittee will proceed once a full commission is appointed. Lea Kolriick
stated that the Senior Center is proceeding with computer classes and equipment.
Support Group — Duncan Newlin — No discussion held.
VII. STAFF REPORTS —
A. The Brown Act
Hatch provided background information on the Brown Act and reviewed the
"At a Glance" outline that was provided to the Commissioners. It is required
that any permanent subcommittee meeting that regularly meets must meet the
requirements of the Brown Act. The Commission agreed that a subcommittee
would be called for a specific purpose only. '
B. Senior Meals Program
Hatch provided anupdate of the recent Senior Meals Program meeting. The
Meals ad -hoc committee had analyzed the costs associated with an in-house.
meals program verses that of a catered meals program. The committee if
further reviewing a draft proposal for contract services. The next meeting is
scheduled for December 20, 1999.
Staff will provide a fact sheet update of the meals program for the seniors.
Lea Kolnick provided an update of Senior Center activities which include:
• Martin Luther King Day
• Senior survey results
• Workshop to include reverse mortgages, wills, legal issues, veteran benefits,
etc.
Lea reminded volunteers for the Christmas Day breakfast to arrive at 9:00 a.m.
Pat Bommarito stated that CDBG public service applications will be going out
soon. Senior commission will hear presentations from groups with senior issues.
VIII. COMMISSIONER REPORTS -
Volunteer Nominations Received one from Commissioner Newlin.
Commissioner Newlin discussed computers and computer classes. Lea said she
has been talking with vendors and seeking donations. Newlin suggested bringing
fees up to levels to cover costs of programs.
Newlin also mentioned that Assemblywoman Diana Kelly is continuing to work
on "Are You OK?" program.
IX. ADJOURNMENT —Meeting adjourned at 4:15 p.m. to the next regular Senior
Citizens Commission meeting on January 13, 2000 at 3:00 p.m. in Room 314 of
West Covina City Hall.
