SUBJECT: AWARD OF BID FOR PROFESSIONAL SERVICES TO
COMPLETE CDBG PLANS
SUMMARY: Cities receiving Community Development Block Grant (CDBG) funds are
required to submit a Five -Year Consolidated Plan once every five years in
addition to the annual Action Plan. The two plans guide the use of federal
-funds for - local revitalization efforts. The Community Services
Department is seeking approval to award a bid to a professional, consulting.
firm to prepare the required plans: '
BACKGROUND:
Annually, the City of West Covina receives federal grant funding to provide programs
and services that improve the physical conditions and the quality of life for people of low
to moderate income levels. Each year the City, conducts community. meetings and public
hearings to provide the City Council the necessary background information to approve
the annual allocation of funds.. Every five years the development of a comprehensive
plan is required to. provide a long-term vision for the City of West Covina's revitalization
efforts.
The development of the Five -Year Plan is a valuable .opportunity for the City to reach out
into the community for input on the needs' that exist in the City. The City welcomes
public participation by conducting community workshops, hearings with the -Community
Services Commission and Senior Commission, and at meetings, of the City Council This
collaborative process helps shape the various housing and community development
strategies to target funding towards the vital needs of the community. The public
participation process helps develop creative solutions to the many needs in an effort to
stretch the grant allocation.
The Five -Year Plan integrates economic, physical, environmental, community and human
development, in a .comprehensive and coordinated fashion, so that families and
communities can work together and thrive. The Plan is a key method to analyze the
CDBG impact on West Covina and the larger region: It identifies many local assets and
develops a coordinated response to the needs ofthe community. The Plan also sets
program goals, specific objectives, annual goals, and benchmarks to measure and
evaluate progress.
Federal statutes for the CDBG Program have three basic goals for the Plan. These goals
are key for the federal government to evaluate how local jurisdictions perform under the
Plan. The Plan must state how it will pursue these goals for all communitydevelopment
programs, as well as all housing programs. The statutory program goals are:
• Decent Housing
• A Suitable Living Environment
• Expanded Economic Opportunities
The annual Action Plan is a one-year description of how the funding will be used for that
particular year. In addition, the Action Plan identifies the goals.to be achieved for a one-
year period. This year,. the City is required to develop both the Five -Year Plan and the
annual Action Plan.

DISCUSSION:
A request for proposal (RFP) for professional services for the Five -Year Consolidated
Plan and annual Action Plan was advertised on December 23 and December 30, 1999 in
the San Gabriel Valley Tribune. A pre -bid meeting was conducted on December 28,
1999 in the Community Services Department with four consultants present. On January 10, 2000.three proposals were opened and reviewed in the City Clerk's Office. The.

The.,lovJest bid received for this CDBG project was from Comprehensive Housing '
Services from Fountain .Valley in the amount of $'15,500. Comprehensive Housing
Services is well -versed .with all federal resources for community development/affordable
housing including the Community Development Block Grant and other HUD programs.
Currently, they work, with many California . communities in the provision of
administrative and consulting services and in support of local revitalization efforts:.
These cities- include: El Monte, Poway, Long Beach, 'Fullerton, Hemet, Victory Ile, and
others. Stdff has contacted each of these cities and has received very positive comments .
about -both the. quality of work and reliability" of Comprehensive Housing Services.,
FISCAL IMPACT:
Funding for this ` project is provided through the City':s allocation of Community..
Development Block Grant funds and the appropriation was approved in the. FY 1999-
2009 Budget. 'Approval of the award of bid for this project,'has no impact on the Generale
Fund or other local resources.
RECOMMENDATION:
It is recommended that the City Council:
a. Accept the bid from Comprehensive Housing Services, Inc. of Fountain Valley in
-the'amount $15,500 for the completion of the 2600-2005 Consolidated Plan'.and
2000-2001 Action Plan; and
b. Authorize the City Manager to enter into an agreement with Comprehensive' .
Housing Services,'Ind. for the completion of said, documents.
