SUMMARY: The Southern California Municipal Athletic Federation (SCMAF),
through a competitive process, has selected the City of West
Covina as a Community Sports Grant Program recipient. The
amount to be awarded to the City of West Covina Community
Services Department is $4,000.
BACKGROUND
Acting upon Council's direction to expand recreation services in our community,
the Recreation Division of the Community Services Department began the
process of creating a pee wee sports program entitled, "Little Shots". Following
inventory of current supplies and equipment, staff discovered that nearly all
supplies and equipment necessary to develop the program would need to be
purchased. This initial investment of start-up equipment, unfortunately, would
create a hardship on the budget, and possibly result in increasing the program
fee to the participant.
At the 1998 Southern California Municipal Athletic Federation (SCMAF) Institute,
held on October 15, 1998, staff attended a session that revealed a potential
funding source for the pee -wee sports program. A West Covina program
proposal was subsequently submitted to the SCMAF Community Sports Grant
Committee by the October 29, 1998 deadline. The committee received and
reviewed seventeen grant applications totaling over $75,000. Seven grants were
awarded totaling $23,360. Among them was the West Covina Community
Services Department proposal. West Covina would receive the largest award of
$4,000 for the purpose, of conducting the West Covina Little Shots Program.
DISCUSSION
Little Shots is a non-competitive recreation sports program designed to introduce
children to the FUN in sports. It will be offered to boys and girls ages 5-7 and
ages 3-4 in the itty-bitty division. Four, 8-10 week sport seasons will be
conducted with sessions held once a week on Saturdays. The goal of this
program is not only to teach this young age group basic sport awareness and
skills, but also to teach them teamwork, good sportsmanship, and for each child
to experience improvement through fun.. Emphasis will be placed on recognizing
individual success through baby step improvements, while de-emphasizing
unrealistic comparisons with others. ' Participants will be able to define their
progress by frequent measures of growth expressed by coaches and parents.
Parents will receive an orientation on the first day by the Sports Coordinator.
Topics will include: department philosophy, program goals, program format,
review of program schedule, level of participant expectation, parent involvement,
and most importantly, how we create the "Fun is #1" atmosphere.
FISCAL IMPACT
Funds received through the SCMAF Community Sports Grant Program will offset
the start-up costs of initial supplies and equipment. Additional revenue will be
generated through participant fees. These revenues will pay for staff and other
purchase supplies not allowed through the grant funding. In the future, this
program will continue to be fee based having no negative impact on the general
fund.
Funds not used according to the specifications of the SCMAF Community Sports
Grant Program Policy must be returned to SCMAF.
RECOMMENDATION
It is recommended that the City Council take the following actions:
1. , Accept the SCMAF Community Sports Grant in the amount of $4,000.
2. Appropriate $4,000 to the sports supply account #111-320-2384-6240 to
be used for the purchase of the Little Shots Program start-up supplies and
equipment.
