SUBJECT: ADDITIONAL APPROPRIATION: SENIOR MEALS PROGRAM
SUMMARY: Since its implementation, the Senior Meals -Program has witnessed a
steady increase in the number of meals served. The program is currently
at 107% of its grant contract, indicating that we are far exceeding original
projections. This increase requires that additional appropriations be
approved to further facilitate meals to the community.
BACKGROUND
In 1995, the City of West Covina successfully obtained a grant from the Los Angeles
County Area on Aging for: a senior meals program. - This grant would subsidize the cost
of meals by $75,000 annually over the next four years. In addition, the program would
benefit from donations received from its participants.
Subsequent to the implementation of the program, and after considerable response from
the community, the Community Services Department would also receive $25,000 in
Community Development Block Grant Funds to further offset the program and provide
additional meals.
The West Covina Senior Meals Program boasts an average of 32,000 meals per year,
however, over the last couple of years, we have seen a steady increase in the program due
to its quality and growing reputation. Not only does the program support meals for our
senior groups, but also meals are extended to persons with disabilities and volunteers
serving both the senior and disabled populations.
DISCUSSION
Year-to-date meals served in the program total 1'8,069., By fiscal year end, more than
40,000 meals are expected to be served. This increase in the amount of meals served
obviously will have a tremendous impact on the budget of the -program. The program,
which is currently at 100% of its budget (not including CDBG), ' will therefore
overexpend itself by approximately $25,000.
The program is designed to encourage donations for each meal served. As such, with the
increase in meals, we are also experiencing an increase in revenues. Year to date
revenues for the program total $71,750.
FISCAL IMPACT
Additional appropriations ($25,000) for the Senior Meals Program will be completely
offset by donations and grant monies received. The increase in expenditures or
appropriations, therefore, will not have a negative impact on the general fund.
Expenditures for the program are currently at $66,000, however, revenues received total
$71,750. Revenues, therefore, are steadily exceeding the amount of funds required to run
the program.
RECOMMENDATION
That the City Council direct the Finance Director to appropriate an additional $25,000
against the Senior Meals Program (146-320-2392-6158).
