I. Commissioners Present: Puchalski, Singleton, Grant, Johnson,
Michaud, Sotelo, Vargas, Valles

II. APPROVAL OF MINUTES — Motion by Singleton and seconded by
Grant Ito approve the November 11, 1997 minutes. Motion carried
8-0.

WRITTEN COMMUNICATIONS — Letter from Adrienne C. Luta
thanking staff at Cameron Youth Center for the excellent care Staff
gives her daughter in the Afterschool .Child Care Program.
ORAL COMMUNICATIONS — None
ACTION ITEM —
n of Officers took place.
Motion by Johnson and seconded by Michaud that Robert Sotelo be
named, Chairperson for the calendar year 1998. Carried 4-3.
Motion by Puchalski and seconded by Grant that Rodolfo Valles be
named Vice Chairperson for the calendar year 1998. Carried 7-0.
Outgoing Chairperson Puchalski congratulated the new officers. He
thanked the Commission for assisting him in making his term as
Chairperson enjoyable and rewarding.
Commissioner Grant announced that this would be his last
Commission meeting due to a conflict in his teaching schedule at Mt.
San Antonio College. He enjoyed the fellowship, education and
learning about the City that he experienced being_ a Commissioner.
VI. SUBCOMMITTEE REPORTS = None — held over until January 1998.
VII. STAFF REPORTS
The Ordinance amending various municipal code sections regarding
Co 7missioner's terms that was approved by the City Council at
their November 18, 1997, was discussed with the Commission.
2. Review of Edgewood Master Plan
Greg Jones stated that Cindy Collins was attending the West
Covina Unified School District's Board meeting this evening. The
Edgewood Master Plan ;was on the School Board's agenda and the
City was hoping to get the Board's approval of the projects at the
Middle School. !
3. Review of.Application for CDBG Public Service Programs
The Commission discussed the. 1997 application and suggested
changes to the 1 998application as follows:
Commissioner Johnson felt item 2 should not have a check off list
of who the proposed activity will serve. It should be left blank for
the Subrecipient to fill; in. No "list" would get a more truthful
answer.
Commissioner Grant suggested adding:
a) What have you accomplished with the CDBG funds provided to
you this past year?
b) How have you used the funds?
c) Why should we continue to provide you with funding?
VIII. COMMISSIONER. REPORTS -
1. Santa's Breakfast at Shadow Oak Center —
The program was very successful. Staff, served bacon and eggs
along with pancakes donated by McDonald's to approximately 150
attending.
2. Mt. SAC TV Program "Inside the City"
Councilman Richard Melendez is hosting the program. The first
topic, covered was B. K. K. and the, second was the Community
Services Department's Childcare Program and the Bureau of. Justice
Grant Program for the West Covina Middle Schools.
3. Commissioner Valles
Commissioner Valles witnessed the West Covina Mounted Police
arresting a man in the Plaza parking lot. He, and other spectators,
was concerned of the danger to children who were walking
between the horses when this incident was taking place.
4. Commissioner Rodoifo Valles
Commissioner Valles announced that he -would not attend the
January 1998 Commission meeting, as he will be undergoing
surgery. He was wished a speedy recovery.

The youth leagues are requiring that all their adult members be
finger printed that have any interaction with the children. A few
concerns raised are who decides who coaches and who does not
coach, and what are the legalities.

X. ADJOURNMENT At 7:53 p.m:, Chairperson Puchalski adjourned to
the next regular meeting of the Community Services Commission on
Tuesday, January 13, 1998 at 7:00 p.m., in Room. 314 of the West
Covina City Hall.
